Hemsby Parish Council

Hemsby Parish Council wishes to seek expressions of interest for the 2023-2027 seasons (five years) to operate the car boot sale at Waters Lane Playing field, Hemsby, from a suitably qualified and or experienced provider. It is essential that to apply for this opportunity you must supply an existing Car boot specific public liability Insurance policy, risk assessments & references from existing or previous alternative sites that you have provided such a facility (example- Playing field Management Committee/private land owner).

These events are well attended by members of the public and permission was originally granted approximately twenty years ago, the site can accommodate approximately 100 cars to trade, an a large all weather car park & there is normally available on site toilet facilities in the Parish Council owned pavilion which can be accessed either externally from the building.

At present the car boot sales take place every Thursday morning (weather and events permitting) from April to October. Great Yarmouth Borough Council granted planning permission under ref 06/17/0599/F until 31 October 2027, permitting Car boot sales/Markets on Mondays & Thursdays 1st April to 31st October each year. All conditions of that planning application must be fulfilled & complied with. (copies are available from GYBC Planning department or the Parish Clerk).

The Council is requesting expressions of interest for a minimum of one regular day, per week, per season (1 April 2023 to 31 October 2027) of a minimum £4600 per season, payable in equal instalments 1 April & 1 August each year by bank transfer, for 5 years with the offer of a break clause at year 3 & a rent review at the same time of no less than 5%. There will be no reductions due to bad weather or other unforeseen circumstances. The Parish Council reserves the right to close the field with as much notice as possible in case of bad weather or other unforeseen events. It must be accepted and understood that certain months will have different attendance to others.

No dogs are permitted on to the Playing field at any time, including inside vehicles. All rubbish must be cleared from the site at the end of each day & the operator must have a valid waste carriers’ licence in addition to holding a GYBC Market traders Licence (if the organiser is required by GYBC to hold one), Current valid Car boot specific Public Liability Insurance, relevant Risk Assessment. Any incidents that occur or damage to the field, car park, facilities at the pavilion or any other equipment belonging to the parish Council must be reported immediately to the Chairman or Parish Clerk by telephone.
