The decision has been made to have a new settlement it is part of Harrogate Borough Council Plan document, and is likely to be passed over to the new North Yorkshire Council but we can continue to be influential, and it is important that open and transparent communications are maintained.

  • The creation of clearly defined name which will give the settlement its own identity and helped with the formulation of a clear settlement boundary.
  • Influencing which of the three options is being explored.
  • This provided the best option for Green Hammerton in the creation of a strategic Green Gap. The data Green Hammerton provided and justifications for a strategic gap enabled discussions to take place with landscape and conservation officers, and enabled HBC to determine a boundary that we feel is justified and defensible. Although this is only a policy document, Green Hammerton should try to influence for this to be engrained in law, as all policies are reviewable on a five-year basis and can be changed.
  • We tried to justify the employment land more towards the south west. HBC have moved it south of the trainline and further away from the A59, this might present some opportunities to connect the link road policy towards the A168 and away from Cattall Bridge.
  • Information received from members of GHPC we would like to feel was influential in safeguarding land for a Secondary School. The consultation group was also influential getting the Primary schools located further from A59 with adjacent land being safeguarded for secondary school

There has been lots of good work undertaken on the transport issues, the link road policy within the documents appears to be understated so some further work is required in this area, and the group need to influence this.

The strategy should be to spread our thoughts beyond the settlement boundaries, take a holistic approach on how the settlement can potentially have beneficial interactions with the surround villages whilst maintaining our influence on what already has been developed.

The holistic approach should consider the link road and whether that should link to the A168 and avoid Cattall Bridge.

The Green pathways, the extension of Harrogate Road down to A59 by old Harrogate Road route, which is private land. We have experience in this area where the original Redrow development had a pathway on the south side of Harrogate Road which was curtailed as the part of it was privately owned.

Need to consider the crossing of the pathways both at Harrogate Road and Bernard Lane to make for safe pedestrians, cyclists and Horse riders crossings.

There are a number of meetings taking and all the decision meetings must take place in person and are being held in the Council Chamber in the Civic Centre. They are public meetings, and anyone can attend to observe, the meetings are also live streamed on YouTube.

There is no opportunity for public questions or public speaking at Cabinet meetings. However, if members of the public have questions for Cabinet Members, they can ask them at meetings of full Council. There is also an opportunity for public questions at DDC. The questions must be submitted under Standing Order 27 https://www.harrogate.gov.uk/downloads/file/612/constitution‐part‐4‐standing‐ orders. This states that questions must be submitted at least 48 hours in advance and limited to one per person / organisation. Procedures are all on the meeting pages of the website. There is no ‘registering to speak’ during consideration of items (the opportunity to Speak Scheme only applies to Planning Committee).

The full council meeting is the 22nd September. Open dialogue should also be maintained with Harrogate Borough Council.
