Neighbourhood Plan
Ardington & Lockinge Parish Council has set up a Neighbourhood Plan Steering Group for the development of a Neighbourhood Plan for the parishes. Neighbourhood Plan status 18th March 2026
The Steering Group (SG), in conjunction with Bluestone Planning LLP, have now produced a draft of the “Ardington and Lockinge Neighbourhood Plan” and a draft of the “Design Code” along with supporting documents for formal submission to the Vale of White Horse DC. This commences the formal examination process under what is referred to as Regulation 15 Submission.
This draft is the culmination of the work carried out over the past two year to get the community views on future development in the Parish. There have been many ways in which this information has been gathered, and community engagement has been central to achieving this milestone. All of these efforts have been documented and are a critical part of the evidence needed to support the Plan. This includes information collected from the 2024 Surveys, the Housing and Environment workshops mentioned below and from a final Facilities/Access/ Employment workshop held in March 2025. During 2025 and into 2026, the public continued to be involved in the process - at a Community Engagement Event in July 2025 to review the draft Neighbourhood Plan and Design Code. Finally the Neighbourhood Plan went through a Pre-Submission Consultation lasting 9 weeks ending on the 9th January, in which statutory bodies as well as the community itself were provided with the Plan and their comments sought. This resulted in over 100 responses all of which have been reviewed and actioned where needed in revisions to the Plan and Design Code, and which have now been completed.
The Neighbourhood Plan and the Design Code were approved by the Parish Council on 10th March 2026. These, together with three other formal supporting documents have been submitted to the South and the Vale of White Horse District Council for their assessment - culminating in a final Independent Examination. The final step will be a public referendum.
The four documents submitted with the draft Neighbourhood Plan and Design Code are:
- Basic Conditions Statement proving the Plan meets the requirements of the regulations for Neighbourhood Plans
- Consultation Statement describing the process for securing the engagement of the community as well as the statutory bodies.
- Evidence Base describing the findings of the various consultations through the surveys and public workshops.
- The final document in the submission pack is a Screening Statement, which is a determination by the VoWHDC as to whether there is a need for a Strategic Environment Statement (SEA). The determination is that there is no need for an SEA
