Parish Lengthsman

Lengthsman scheme

The parish lengthsman scheme is an arrangement between Nottinghamshire County Council and the Parish Council.

The lengthsman can carry out minor local highways job identified by the parish council or local residents

Nottinghamshire County Council provide:

  • an annual grant
  • initial training
  • basic equipment.

Jobs a lengthsman can tackle include:

  • grass cutting
  • cutting back overhanging hedges
  • ensuring visibility of traffic signs
  • maintaining heritage and non-mains powered signs
  • clearing drains
  • clearing minor storm debris
  • tidying roadsides
  • digging out ditches in verges
  • repainting traditional finger and mile posts
  • reporting safety problems to us.

The scheme doesn't affect Nottinghamshire County Councils legal responsibility to maintain roads and pavements. It does however provide an opportunity for local communities to identify minor works which would not necessarily get done by the County Council unless there was a safety issue.

The Parish Council also receives an annual Street Cleaning Grant from Bassetlaw District Council which the Council can use to pay for litter picking across the parishes. Some of the money is spent on the Lengthsman to litter pick as they go about their duties and some is spent on litter picking equipment.

After many years loyal service, Colin has now retired as the Parish Lengthsman for Dunham-on-Trent, Ragnall, Darlton and Fledborough Parishes. In 2021/22, part of the Lengthsman Role was covered by S.Ashworth Diggers Ltd a local contractor used to undertake ad-hoc works within the remit of the Lengthsman Scheme across the parishes.

In September 2022, we are joined by Robert Flamwell as our new Lengthsman, Robert is also Lengthsman at Laneham Parish and works 1 day per week for Dunham & District area. In addition to the activities listed above, he also works on the following:

  • Noticeboard Cleaning - to clean and clear around all noticeboards, clean inside the noticeboards and the glass, clean village entrance signs and reflector posts
  • Noticeboard Repairs - to undertake minor repairs to the parish noticeboards, village entrance signs as necessary
  • Benches Cleaning - to clean all benches around the parish and undertake any maintenance/repainting of these as necessary
  • Dunham School – Clearance of leaves on road/layby outside school
  • Play Equipment Cleaning - to ensure all play equipment is clean on the play parks and clear from bird poo
  • Drainage Grips – Fledborough lane to Church, clear all drains and cut out drainage grips. Fledborough Woodcoates Lane – Cut out Grips and ensure passing points are strimmed.
  • Bus Stops - to sweep out all bus stops and ensure any bus stop seating is kept clean
  • Parish Bins – The PC owns 2 bins (the others are Bassetlaw’s to empty) to empty the parish council rubbish bin on Dunham Playpark & the Parish Council bin outside Fledborough Church
  • Litter Picking around the Parishes 30 & 40mph zones and the laybys on the A57 from Darlton on the East Markham side to Dunham Bridge. Darlton West Layby, Darlton Pump Station layby, Darlton East Laybys, Whimpton Moor Layby and Anglian Water Layby, Dunham Layby opposite upper row, Dunham bottle bank layby carpark, Dunham Bridge layby and parking area under the bridge and either side – Dunham & Laneham Layby halfway between Dunham and Laneham
  • Parish Council Allotments – Horne Lane Dunham - to annually repaint and undertake minor repairs to the parish council owned Horne Lane Allotments Gate & Fence as necessary
  • War Memorial - To clean with soap/water the War Memorial and ensure the memorial enclosure is swept clean and the railings are repainted/maintained as necessary
  • - To clean all village signs and chevrons.
  • Bottle Banks - To report the bottle banks in Dunham (carpark opposite Maharaj Indian Restaurant) when full to Bassetlaw Council/Bottle Bank Company and ensure the area is kept clean from glass.
  • Darlton Play Park Fencing - To repair when necessary, fencing around Darlton Play Park.
  • Play Park Equipment - To undertake (if possible) repairs to play equipment on the play parks when asked to do so by the Clerk
  • Strimming:
    • to strim the grass verges from outside the front of Dunham Village Hall along Low Street and the A57 through the village as far as the entrance of Dunham Bridge. From outside Gauntleys/Country Kitchen along Laneham Road as far as the junction entrance to Dunham Rd Laneham, and weedkilling/scraping back the vegetation from this pavement. Low St from bottom of Cockett’s Hill past V hall to junction with A57. Along verges of Upper Row.
    • – Strim at the junction from Main St/Access Road to Fledborough Church, around the post box, noticeboard and grit bin at this junction and on the small ‘triangle’ of land near here. Also strim either side of the Church gate on the roadside of the gate & near the bin on the roadside by the church. Also, around the ‘Fledborough’ village sign situtated between Ragnall & Fledborugh
    • – Strim around the area where the noticeboard, bench and bin are located and ensure annual tripping/lop/pruning of the brash/hedge/trees encroaching onto the bench, bin and noticeboard. Strim around the ‘Ragnall’ village signs. Verge outside of Roberts Close mow in growing months.
  • Abandoned Half built Shell of a House @ A57 Dunham – Whilst we won’t enter the property, the overgrowth of vegetation is a problem on the ginnel/public footpath down the side of the property that goes to St Oswalds Park. When necessary, cut back the vegetation to the property boundary and keep the ginnel tidy, same also for any overgrowth onto the A57 pavement at the front of the property.
  • Pavement Clearance – From end of Manor House Wall to end of the churchyard where the embankment soil and vegetation encroaches onto the pavement, clear this at regular intervals.
  • Culverts – Keep Culverts clear from vegetation/earth A57 in 30/40mph zones

In addition to this role our Playgrounds are regularly inspected by the Laneham Parish Council Playground Inspector who is ROSPA qualifed and inspects Laneham Playground for Laneham Parish Council the Darlton & Dunham playareas for Dunham & District Parish Council.
