SEAWALL TRADING LICENCE KIOSK

MAIN SLIP WAY DYMCHURCH 

Dymchurch Parish Council are pleased to announce the opportunity to apply for a licence to trade from the Seawall Kiosk at the Main Slip Way in Dymchurch.

The kiosk is located at the main slipway in Dymchurch which affords its operators access to a huge footfall of passing trade from tourists and locals alike. Dymchurch is one of the main tourist locations in the Folkestone and Hythe District Council area.

The kiosk itself has recently been refurbished and included within the licence is the use of the installed freezers, refrigerators and catering microwave. Two serving hatches are available allowing for a variety of food provision.

All utilities are connected, and the successful applicant will have access to a private toilet. Electricity and water use will be billed separately to the cost of the licence.

The licence will run for three years from the 1st April 2021 until the 31st March 2024 with an option to break the agreement after one year. The licence will allow the operator to trade for 11 months of the year except February, which will allow the Council, as owners of the property, to carry out safety checks, any maintenance and to arrange a monitoring meeting to be held with the Licence holder.

We are expecting a great deal of interest in this offer and applicants must be aware of the following process.

STAGE 1- Expression of interest

Applicants who wish to express their interests in the offer of the trading licence can do so by emailing dymchurchpc@outlook.com or writing to the Parish Clerk, Mr J Lawrence, at Dymchurch Parish Council 13 Orgarswick Avenue Dymchurch TN29 0NX.

The expression of interest must reach the council no later than the 22nd February 2021.

ANY CORRESPONDENCE RECEIVED AFTER THIS DATE WILL NOT BE ACCEPTED

Within your expression of interest please include the following:

  • Your full name, address and contact details including email and telephone number.
  • Your business name if applicable.
  • Dymchurch Parish Council are keen to support local businesses and residents, therefore please explain your connection with Dymchurch.
  • Please indicate any previous experience in running or operating a similar business.
  • Please indicate if you hold any Food Hygiene qualifications or other relevant qualifications for operating such a business.

Initial applications will be assessed by Dymchurch Parish Council in the week commencing 22nd February 2021.

STAGE 2- Submitting your bid

Applicants successful at stage one will be notified by Monday 1st March 2021.  Applicants will be expected to provide a sealed bid to the Council to run the kiosk for three years and to supply additional information.

APPLICANTS MUST RESPOND TO THIS STAGE IN WRITING - NO EMAIL APPLICATIONS WILL BE ACCEPTED. THE CLOSING DATE FOR THIS STAGE IS MONDAY 15th MARCH - ANY CORRESPONDENCE RECEIVED AFTER THIS DATE WILL NOT BE ACCEPTED

You will be sent an application form via email to complete and supply your information. The information required will be amongst other subjects:

  • Your proposed bid for 2021/2022, 2022/2023, 2023/2024
  • A pen picture of you as a person and any previous business experience relevant to this application
  • A brief business plan
  • How you will support the local community through potential employment, supporting the environment etc
  • Two references

As described above, the applications at this stage must be in writing and submitted by way of a sealed bid.

STAGE 3 - Assessing the applications

The bids will be opened on Wednesday 17th March. Bids will be held by the Parish Clerk securely until that date.

The bids and applications will be opened by the Clerk in the presence (although on zoom due to the current restrictions) and immediately scanned to the Assessment Panel which will be Dymchurch Parish Council members only.

The bids will be assessed by the Panel and their decision is final. There is no appeal against this decision.

The Parish Clerk is the Proper Officer of the Council and will ensure that if any of the Panel has any personal interests in any of the applicants, through business relationships or personal, they will be barred from taking part in the decision making and discussions.

The Clerk will record the process for future scrutiny.

The successful applicant will be notified on the 18th  March 2021.
