PARISH COUNCIL NEWS AND VIEWS

Parish Council Meeting.

The next Parish Council Meeting will be on Monday 14thMay 2018 at the Sports Centre starting at 7.00pm and will be the Annual Meeting of the Parish Council. All parish council meetings are open to members of the public and there is an opportunity during Public Participation to make representations, ask questions or give evidence about any item of business on the agenda of the Meeting.

If you would like to speak to a parish councillor about a particular concern or issue you may have there will be parish councillors in attendance prior to meeting between 6.30pm and 7.00pm. Contact details are also available for all parish councillors on the website – www.fleckneyparishcouncil.org.uk

Parish Councillor Vacancy.

Following recent resignations there are still two vacancies for parish councillors. To work effectively and efficiently the Parish Council does need to have a full complement of members. If you have an interest in local matters, are able to spare a few hours a month to attend Council and committee meetings and would like to be involved in shaping the future of the Village please get in touch with the Clerk to the Council who will be able to provide further information on what is involved. No election will be necessary as the Parish Council has the power to fill casual vacancies by co-option.

Neighbourhood Plan.

The Neighbourhood Plan Steering Committee, that has been working to produce a Neighbourhood Plan for the Village, has now reached the stage of producing a pre-submission draft for consideration by the Parish Council. Once approved by the Parish Council it will go through the following process:

  • Pre-submission draft published with six weeks for the local community to make comments.
  • Steering Committee review comments and make any changes required.
  • Revised draft considered by the Parish Council.
  • Plan submitted to Harborough District Council (HDC) together with supporting documentation. HDC checks that it complies with all relevant legislation and publicises the proposal for a minimum of six weeks and invites representations.
  • HDC submits Plan for independent examination.
  • Report issued by Inspector to Parish Council and HDC.
  • Plan amended as necessary.
  • HDC takes the decision on whether to hold a referendum.

Everyone living in the area of coverage of the neighbourhood plan, who is registered to vote in local elections, will be entitled to vote in the referendum. Polling will take place and residents will vote on whether the plan should come into force.

If more than 50% of people voting in the referendum support the neighbourhood plan, HDC will formally consider the plan for adoption as part of its planning policy framework. The policies set out in the Plan will then become part of the planning framework and will be taken into account when HDC makes decisions on planning applications in the Village.

Have Your Say.

Leicestershire County Council has published for consultation its draft Passenger Transport Policy and Strategy in which it outlines proposed changes to how it supports passenger transport services in Leicestershire. This does have implications for Fleckney as the 44 Bus Service is identified as being at risk of having its subsidy withdrawn. This could mean losing the service entirely or the number of journeys being reduced.

To comment on the proposals visit: www.leicestershire.gov.uk/passenger-transport-consultation. The consultation ends on Wednesday 13th June 2018.
