2.DECLARATIONS OF INTEREST
The Clerk granted dispensation to members for discussion on the budget.
a)Accounts. It was proposed by Cllr. Reynolds,
seconded by Cllr. Armstrong and agreed to approve matters related to finance as follows:

b)Minutes. It was proposed by Cllr. Arnold, seconded by Cllr. Harbud and agreed by all to approve as a correct record minutes of the meeting held on January 17th2019

d)Questions from Public & Press
Resident asked for an update regarding the future of the parish office building, Chair responded that this is an agenda item but that dependent on the result of the marketing, all options will be investigated regarding where the parish office is situated.
Resident reported rubbish left at rec carpark and trackway after football use. Clerk has communicated this to Chair of FC Sutton Dynamo.
e)Urgent Agenda Item Chair decided to take this matter ‘in camera’
Sports Pavilion & Rec Grounds. Complaint received re rubbish left by rec users-Clerk dealing. Further incursion by horses onto the rec, egress by weak fencing. Hosted successful Ploice & Crime Commissioner meeting with residents-consider a further evening meeting.
Jubilee Field No issues
Hawley Pavilion Plans received by trustees for extension
Burial Ground No issues.
Chapelfields Allotments Proposal by tenant to renovate the site, supported by Cllrs Armstrong & Harbud. Members discussed various options. Chair asked that a timeline be drafted to accommodate works (Cllr Armstrong & tenant). Cllr Armstrong to prepare info to go out with allotment renewals.
Asset Rationalisation Chair reported that following the marketing of the office premises, there has been interest and a viewing day was held for 5 interested parties. He asked members to submit their views on what day to day service the parish council should afford to residents.
Payback No current usage necessary.

Cllr Armstrong reported concerns from resident of Balmoral regarding parking on the grassed area, resident should contact DBC.
Cllr Rogers reported flytipping along Ship Lane
Cllr Maddison reported on a contact from a resident regarding the excessive speed of traffic in Mill Road which he has witnessed, KHS to be approached for advice. He had also queried the lack of action regarding DBC installation of a CCTV camera at St John’s and was informed that officers are still scoping this issue.

k)Borough Matters Cllr Thurlow alerted members to a TV programme showing areas of Dartford.

Relocation of existing shed and erection of single storey side extension to provide attached annex, erection of a two storey side extension and provision of dormer window in rear elevation and roof light in front elevation in connection with providing additional rooms in the roof space
