3.1   The minutes of the meeting held on May 19th 2022 were agreed by all as a correct record, proposed by Cllr. Law & seconded by Cllr. Murphy 

3.2          Matters arising from minutes not detailed on the agenda.

3.2.1.     Appointment to Committees

              HR Committee. Cllrs Laws & Murphy to join Cllr Newitt. Clerk to submit Contract & job description templates and drafts. 

3.2.2.    Appointment to Working Parties-No further additions

             Finance. (currently Cllrs Harbud & Newitt). 

             Recreation Grounds (currently Cllrs Harbud, Law, Murphy, Newitt)

             Planning/Dev Control (currently Cllrs Harbud & Law)

3.2.4     Noticeboards.  Members agreed to progress with the purchase of wooden noticeboards-direct replacement for existing designs

3.2.5.    Litter Disposal-Parsonage Lane   DBC have agreed to site dual purpose dog/waste bins where trackways meet the highway.

Clerk to obtain costings from existing contractor for large bin to be sited in unused gateway of car park at Parsonage Lane

3.2.6.   FCSD-Works to old changing rooms. Members reviewed the proposed works and costings submitted by FCSD. It was agreed to look at:

a) the feasibility of demolishing old building and siting two or more containers to provide storage by both FCSD and the council. 

b) total costings of ALL works needed to existing building

Items for discussion

6.1         Social Media Policy.    It was agreed that the current social media policy needs no revisions. Cllr Law to be added as administrator to Facebook account

6.2        Faraday’s Field Licence.   Clerk to discuss withdrawing from the licence with DBC with the SAH scouts taking over the agreement. The surety of the scouts’ use is paramount. 

PCSO Smith informed of and agreed to deal with an Environmental Health issue regarding human waste being deposited on site from users of neighbouring field

6.3        Groundsman.  It was agreed to take forward the employment of a member of staff to undertake certain duties relating to grounds maintenance and repair with reference to list supplied by the Clerk. Members to advise the Clerk of any suggested inclusions/additions in job description.

6.4.       Handyman. Current appointee will retire in Sept 2022.Continuance of service provided will be included in employment as in 6.3

6.5        Burial Ground.    Clerk & Cllr Harbud to review maintenance in line with Kent Wildlife Status and also with regard to ‘Caring for God’s Acre’ information. 

6.6        FCSD Licence.    This matter will be taken as a confidential item under the Public Bodies (Admission to Meetings) Act 1960, section 1(2)

6.7        Kent Police. PCSO Smith attended and gave a summation of recent local issues. Proposal to hold bike marking events-PCSO Smith to also provide SAHPC with extra bike marking kits 

6.8.      Parsonage Lane Pavilion.  Updated architect’s plans were considered. Amendments requested

6.9.      Land for sale.   Details of land for sale adjacent Farningham Road station were received. No action necessary.

7.1.6         Allotments.  Clearance of unused land currently being carried out.

7.1.7          Hawley Pavilion Trust.      Parking problems due to residents parking discussed. Two possible solutions to be investigated.

11.1     Kent Police Public Engagement meeting report-PCSO Smith gave a brief resume of proposed re-organisation. 

11.2.    Operation London Bridge.    All is in place, Kent Libraries have agreed Books of Condolence can be situated in the libraries 

11.3    FCSD TEN obtained for event 09/07. 

11.4.   Lack of information from DBC ward members. It was agreed to write to the ward members Cllrs Holt & Palmer to express disappointment that promised information has not been forthcoming
