MINUTES – PARISH COUNCIL MEETING HELD ON THURSDAY 20TH OCTOBER 2016
Chairman read out a statement regarding the possible recording of meetings.

The Clerk granted dispensation to members for discussion on the budget.
- Accounts. It was proposed by Cllr.Maddison,
seconded by Cllr.Armstrong and agreed to approve matters related to finance as follows:

Minutes. It was proposed by Cllr.Armstrong , seconded by Cllr. Arnold and agreed by all to approve as a correct record minutes of the meeting held on 15th Sept 2016
- Matters arising from Minutes.
DBC Enforcement Statistics In response to queries, Cllr Reynolds gave statistics on the enforcement officers workload. He is still trying to obtain figures/current situation for this parish only.
KCC Transport Plan Consultation It was agreed to submit the draft which Cllr Armstrong has compiled, with some minor additions and to send copies to KCC Cllrs Kite & Balfour.
Faraday’s Field Clerk had met with DBC officers on site. It was agreed by members that we continue with the lease and the land should be officially offered to the local scout group for their use. Members voted as to whether to charge scouts for the use, 1 in favour of charging, 5 against charging, 1 abstention, 1 non voting due to prejudicial interest. Clerk to liaise with DBC to agree future lease details.
- Items discussed
Sports Pavilion & Rec grounds Cllr Armstrong gave detail of the alterations that FC Sutton Dynamo wish to make to the bar area. Members agreed in principle but requested further details as to materials to be used/final design. Disabled access proposal still in discussion within the club.
Jubilee Field Small fire in waste bin, youths throwing sticks onto the school field.
Hawley Pavilion Cllr Maddison gave a brief update on recent situation. Council took information from Mr Clarke, Fin Sec to the Hawley Pavilion Trust (HPT). It was proposed and agreed that this council could submit an outline planning application for the extension so that any funding streams can be accessed without delay. Council to write to the Chair of the HPT updating him on the situation and outlining what this council will and will not allow regarding the building and its future use.
Russell Place Members discussed the matter of the pole removal in 2015 by BT, the subsequent decision not to replace the lamp including the cost implications. Requests for its replacement have now been received by two residents. It was agreed by all (show of hands) to continue with the original decision not to replace the lamp.

- Parish Councillors Report
Cllr Bradley informed members that she had been made aware of serious crimes in the parish which have not been visited by Kent Police.
Cllr Thurlow made members aware of a recent incident in which parking in Cedar Drive by commuters had resulted in the route being blocked to wide vehicles. It was agreed to ask DBC for details of any parking schemes which are applicable.
Cllr Armstrong updated members that 22 out of 68 plots are vacant/unused at Chapelfields allotment site. A flytipper who left rubbish in Ship Lane had been successfully prosecuted.
Cllr Rogers reiterated the instances of flytipping in Ship Lane
- Clerk’s Report
Clerk brought the matter of unmanaged interments to council’s attention and offered to investigate training to carry out secular interments. It was agreed to carry this matter forward to the next meeting.
No details have been received of the latest police restructuring but it is understood PC Quilter is again our local contact.
- Ward Member’s report
Cllr Reynolds updated members on a local planning application issue and that DBC GAC had discussed the local traffic problems.
- Questions from the public & press
A resident gave detail of the historical use of Faraday’s Field and that it was left for village use. Also the resident had received a letter from KHS giving inaccurate ownership detail of overhanging trees and requesting they be cut back,
- Borough Matters
Cllr Thurlow informed members that a road naming (Claire Tiltman) event was due to take place in Greenhithe. Dartford town centre lights will be switched on the first Sat after Remembrance Day (19th Nov)

Application for variation of condition 2 and 12 of planning permission DA/15/01377/FUL (Vary condition 2 to include drawing number 15/55/20 showing the carport and parking arrangement instead of 117(01)002 and Vary Condition 12 so that each dwelling shall have two car parking spaces (one car parking space within the carport and one space outside of the carport) and shall subsequently be maintained as such
