Issues facing Andover
Many of Britain’s town centres continue to witness significant and well documented economic, social and physical upheaval, resulting from evolving consumer habits. Nationally, more than 10% of shop units are empty and footfall is falling. Small and medium sized towns are also dealing with an ageing population as more than a million young people are said to have moved out of small communities in the last 30 years.
Test Valley Borough Council (TVBC) do not believe this decline is inevitable, but that we are in an evolutionary period for town centres. The good news is that some towns are bucking this trend and increasing their sales. These towns are creating different social and economic models, focusing on a distinct and independent identity, building a strong social connection with the local community, promoting a green ethos and an enterprising town centre with a range of businesses and activities.

For the past 12 months TVBC, along with nationally carefull selected renowned consultants HemingwayDesign and NEW masterplanning, have been busy developing plans for the future of Andover town centre.
Using feedback from more than 1,100 people who shared their views on the emerging vision along with the 3,000 responses to an initial survey last summer, TVBC is excited to announce that the final masterplan for Andover is now complete.
