Neighbourhood Plan

Neighbourhood Planning Referendum Results – held on Thursday 24th February 2022 in the Village Hall. The Winterton-on-Sea Parish Council Neighbourhood Plan has successfully passed the referendum. The plan will be formal ‘made’ (adopted) as part of the Borough Council’s Development Plan on 21st April 2022 at Full Council. In the meantime, the plan carries full weight for decision-making purposes when considering planning applications.

Referendum

Would you like to view all the related documents if so the Parish Council are holding a Cllr Surgery on Saturday 12 February from 11-2pm. 

The ​​​​Winterton-on-Sea Neighbourhood Plan referendum will be held on Thursday 24 February 2022. The question which will be asked in the referendum is:

Do you want Great Yarmouth Borough Council and the Broads Authority to use the Neighbourhood Plan for the parish of Winterton-on-Sea to help them decide on planning applications in the neighbourhood area? 

The referendum area is identical to the area that has been designated as the parish of Winterton-on-Sea neighbourhood area [3Mb]

A person is entitled to vote in the referendum if on Thursday 24 February 2022: 

  • they are entitled to vote in a local government election in the referendum area
  • their qualifying address for the election is in the referendum area - a person's qualifying address is, in relation to a person registered in the register of electors, the address in respect of which they are entitled to be registered

Update March 2021: Our Neighbourhood Plan documents have been submitted to Great Yarmouth Borough Council (GYBC) and Broads Authority under Regulation 15 of The Neighbourhood Planning (General) Regulations 2012 (as amended), by Collective Community Planning, consultants representing Winterton-on-Sea Parish Council. GYBC have indicated that the Neighbourhood Plan consultation should start in April 2021 due to the Local Plan examination process. Ten weeks has been allowed for the process.

Winterton-on-Sea Parish Council is developing a Neighbourhood Plan.  This is a community project which allows you, the residents of Winterton, to decide what you want your village to look like in years to come.  Neighbourhood Planning cannot stop development – but it can make a statutory plan which must be taken into account when any planning application – large or small – is considered.
Neighbourhood Planning is a lengthy process, and a Steering Group was formed in August 2017, with further work with our consultant progressing in Summer 2018.  Government funding of £9,000 to contribute towards the cost was awarded in May 2018.  We will be giving regular updates through this website and the Winterton Newsletter.  There will be regular public consultations to help us develop the right policies and Plan.  We will make sure you know where we are in the process.  And ultimately, you will have your say about whether you accept the Plan through a referendum. The consultation will be running again as an extension between 28 May and 9 July.
This is a community project.  And we want you on board.  You don’t have to have any planning expertise, you just need to be passionate about Winterton, and able to contribute to periodic meetings, as well as helping with public consultation events.
