Mrs. Boylan asked if any further action could be taken to slow traffic down in Lydgate Lane. The steps taken so far did not appear to be working as vehicles were still speeding and most recently a wing mirror had been broken. Cllr. A. Savory would raise the matter with Highways again.
- DECLARATIONS OF INTEREST: None
- POLICE REPORT: PCSO Chris Elmes gave the report for the last two months.1 burglary had taken place but nothing was stolen., no thefts, no anti social behaviour , ,1 criminal damage to a car, counterfeit £50 notes had been circulating in Weardale but the culprits had ben apprehended at Nenthead. Hoax e mails emanating from London, had been circulating regarding the school but these were taken down .
With regards to speeding in Lydgate Lane the police were to involve the “mini police “ in a speed awareness campaign and they would use the speed matrix.
- MINUTES OF MEETING HELD 13TH MARCH 2018 moved and agreed as a true record., Cllr. Norman requested a copy of the minutes of 27th February .
- Cllr. J. Henderson, disqualification as a councillor , it had been a very exhaustive issue and was now resolved , having taken independent legal advice, Jane could no longer remain as a councillor. Members gave a vote of thanks to Jane for the hard work she had undertaken and were very sympathetic to the issue which had arisen.
The notice of vacancy to be amended to read disqualified not resigned as it may raise some issues , as Mrs. Henderson fully intended to stand for election again.
- Complaints Procedure, deferred to a further meeting.
- General Data Protection Regulations Correspondent identities, a long and protracted debate ensued and it was left over to another meeting and perhaps more guidance from GDPR would resolve the situation
- GDPR Finance disclosures , exclusions, again as more data is forthcoming the matter would become clearer.
- Survey Monkey costs ( 1/ 2 momths) agreed to extend survey for a further month. 302 responses so far. The extra cost of £35 was also agreed.
- Following a residents request for parking in the Market Place , Cllr. Savory in consultation with Highways had proposed lifting the time limit on six bays on the Market side, 5 members were in favour and the Parish Council would await the response from residents. Maybe if residents were in favour the proposed lifting of the time limits it could be for a trial period.
- An allotment holder had submitted a request and drawings of a proposed poly tunnel, agreed to give permission.
- CORRESPONDENCE: a) 26, St. Anne’s Drive , overhanging trees, clerk had spoken to Mrs Page and advised that permission shuld be sought from Durham C.C. in the first instance.
b) Silver Street ( access only street ), e mail to be passed to Durham C.C. for consideration.
c) Gil Calvert letter of support for P.C. and clerk., received with thanks.
- RECREATION GROUND: Consultation process re Skate Park :KT, updated the consultation document , including the ROSPA guidelines on running and maintenance of Skate Parks. Members thanked Karl for all the hard work and time and effort which he had put into the proposal.
- Propose final planning meeting 18th April 7.00 pm St. Anne’s
- Proposed and agreed that the services of Guy Rawlinson be employed as he could use a cad cam computer to create a realistic poster of the site and location, which would be needed when a full planning application was applied for.
- TOWN HALL : Repairs to clock 29th March, the engineer had fixed the clock but there would be a fee to pay £250 plus hire of hoist £330 , as in his opinion the clock hands had been pelted with snowballs ,making the hands stick on the clock face. To prevent this happening in the future they proposed the installation of glass covers costing £1007 plus the cost of a hoist .Clerk to apply for grant aid .

15.1 Finance Reports End MARCH 2018 statements agreed and accepted.
Business Rates for Angate Toilets appeared to be high, when th Valuation Office had undertaken a review of the business rates the clerk had submitted a request to have the rateable value reduced, and no reply had been forthcomiong, clerk to raise the issue again.
15.2 Durham Wildlife Trust request for funding, to hold over for the time being, as other charities may need financial assistance.
