- MINUTES OF MEETING HELD 10TH JULY 2018 ,agreed and signed as a true record
- MATTERS ARISING: WW1 COMMEMORATIONS agreed to purchase two composite seats, one for Market Place and one for recreation ground with plaques. The Parish Council have already supported the initiative of Wolsingham School. Cut out aluminium silhouettes costing £750 were discussed but not agreed to.
The possibility of creating a hockey pitch at the recreation ground was raised, after due consideration, taking into account the costs and a suitable site it was agreed not to progress the matter.
- MINUTES OF SKATE PARK WORKING GROUP MEETING HELD 15TH AUGUST
Agreed as a true record and signed as such.
- MINUTES OF SPECIAL COUNCIL MEETING HELD 21ST AUGUST agreed as a true record and signed as such. These working groups had proved to be a useful means of progressing projects and would be encouraged for any future developments. The Parish Council would like to thank the two co-opted members, Guy Rawlinson & Nick Barber for their invaluable assistance.
Funding for the project was almost in place , Sport England will forward an official offer of grant for £40,000 , WAAP have confirmed their offer of £20,000 and North Pennines and Dales Leader would be confirmed by end of September , albeit with some variations. The planning application was being prepared by the preferred contractor and work, if the application is successful will commence October.
A Project manager would be appointed to oversee the construction and regular reports on the development would be made to the Parish Council.
- CORRESPONDENCE:A resident , adjacent to the recreation ground had again forwarded a letter raising concerns on the creation of the skate park, the location chosen and various points regarding perceived noise. There has been a thorough consultation process on the issue and the decision reached by the Parish Council has taken into account all relevant matters of concern in reaching that decision, a planning application will be submitted to the local planning authority in due course and any other matters of concern can be raised then.
- RECREATION GROUND: The wooden trim trail had been repaired, Two estimates for work to the safety surfacing ( wet pour) had been received . Whilst “wet pour “ is ideal the cost of repairing can be prohibitive and other means of creating safe surfaces were to be investigated. Cllr. George to liaise with Clerk in finding alternatives, in conjunction with ROSPA.
- STANDING ORDERS agreed and adopted, ,to be placed on website
- FINANCIAL REGULATIONS agreed and adopted, to be placed on website
- COMPLAINTS PROCEDURE agreed and adopted, to be placed on website. A revised procedure was necessary as the initial procedure made reference to appeal to the Local Government Ombudsman, but he has no jurisdiction on Parish & Town Council matters.
- MEMBERS REQUESTS: An initiative to place flower planters in and around Thornley was mentioned, as Thornley is part of the Parish of Wolsingham. The Parish Council do not own any land in Thornley apart from the wood, so are not directly affected , but would give their support to the scheme.
A member again raised his concerns on the state of the toilets in the recreation ground needing a good clean , no waste paper basket and no facility for baby changing, Cllr Savory to action.
The football pitch was being eroded by rabbits and it was becoming a full time job repairing holes.
- NEWSLETTER – Update on skate park, the successful Community Day organised by Anita, Jane and Katy, which hopefully would become an annual event. Co-option of councillor applications to be received by end of October. Wolsingham Wayfarers are to join the “Walkers are Welcome” initiative to encourage tourism and support local businesses.

- Finance Reports End August 2018 agreed and accepted.
Because of GDPR future items of expenditure of a personal nature , clerk,s salary and other contractor fees would not be disclosed as individual items but as a whole amount.
- Budget / Precept 2019/2020 preparation
This was an initial look at the precept for the next financial year , and would be progressed further in the ensuing months.Future developments to include tennis court provision and ultimately the creation of a leisure park.
