Headbourne Worthy Parish Council is looking for a Clerk to the Council and Responsible Financial Officer. Required for Approx. 4 hours a week (with some degree of flexibility) and salary point 20 - 24 (depending on experience) on the Local Government Scale: £10.27 - £11.61 per hour.
The Parish Clerk is the Proper Officer of the Council and is under a statutory duty to carry out all functions required by law. The Clerk is totally responsible for ensuring that the instructions of the Council in connection with its function as a Local Authority are carried out. The Clerk is expected to advise the Council on, and assist in the formation of, overall policies to be followed in respect of the Authority's activities and in particular to produce all the information required for making effective decisions and to implement constructively all decisions. The Clerk will be the Responsible Financial Officer and responsible for all financial records of the Council and the careful administration of its finances.
The overall responsibilities of the RFO are for the maintenance of the proper financial records of the Council and for the prudent management and administration of its funds and finances.
This role is home-based, although you will be expected to attend Parish Council meetings, which are in the evenings, currently 7 per year but this may increase. You will also be expected to be able to travel to/within the parish for site meetings, to put up notices etc.
ESSENTIAL QUALITIES
- English GCE ‘O’ Level / GCSE or similar
- Maths GCE ‘O’ Level / GCSE or similar
- Able to manage financial matters: read and present management accounts
- Administration experience with an organised approach.
- Demonstrate initiative to solve problems.
- Must be able to meet deadlines.
- Good working knowledge of Microsoft Office suite of software.
- Experience of updating a website.
- Ability to work effectively on your own or in a team.
- Excellent oral and written communication skills.
- The ability to build good relationships with Councillors.
- Ability to communicate well with all sectors of the community with diplomacy.
- Ability to provide objective advice to councillors in a timely and coherent manner.
- Experience of protocol in meetings and taking minutes
- Availability to attend evening Council meetings.
- Able to visit the parish when necessary e.g. to put up notices on the noticeboards, meet contractors.
