Draft Spatial Strategy Regulation 18 Consultation (2025) is now open and will run until 5pm on Friday 23 January 2026

The focused consultation is your chance to get involved in shaping the future of the borough, by commenting on where homes, employment land and infrastructure should be planned for in the future.

What is the Local Plan and why are we updating it?

The Local Plan is a framework that will guide future development and planning decisions in the borough until 2042. The borough’s existing Local Plan is being updated to ensure it remains fit for purpose, delivers local priorities, meets future needs and reflects current national planning guidance. Following a Regulation 18 consultation on the whole draft plan in 2024, this consultation focuses on an updated spatial strategy which meets additional needs required through new national planning guidance published late last year. A number of new development sites are proposed.

Where to view the documents and have your say

The consultation documents are available to view on the council’s Draft Local Plan consultation page and consultation portal.

Documents can also be viewed at the Civic Offices in London Road, Basingstoke, from 8.30am to 4.30pm Monday to Friday.

They are also available at libraries during their opening hours (Basingstoke Discovery Centre, Chineham Library, Mortimer Library, Newbury Library, Overton Library, Tadley Library and Whitchurch Library).

You can also read through a summary of the draft spatial strategy, including interactive maps on a story map.

  • Tuesday 6 January from 2pm to 8pm at The Warren Centre, Andover Road, Micheldever, SO21 3AR
  • Wednesday 7 January from 4pm to 8pm at St John’s Village Hall, Mortimer RG7 3TF
  • Thursday 8 January 10am to 6pm at Porchester Square (outside M&S), Festival Place, Basingstoke
  • Tuesday 13 January from 2pm to 8pm at Cliddesden Millennium Village Hall, Church Lane, Cliddesden RG25 2JQ
  • Wednesday 14 January from 2pm to 8pm at Sherfield Park Community Centre, Sunwood Drive, Sherfield on Loddon, RG27 0FP
  • Thursday 15 January from 2pm to 8pm at The Woodpecker, Wash water, RG20 0LU

What will happen after the consultation?

Using the consultation responses and evolving evidence work, the council will draw up a full draft Local Plan. That version will be consulted on again next year, in line with a process set nationally, before an examination by an independent planning inspector. The council has published a Local Development Scheme (LDS) which includes a more detailed timetable for making the Local Plan.
