A few years ago, Kent County Council introduced a system to help Parish and Town Councils to prioritise and seek advice on highway improvements.

The system (Highways Improvement Plan) allows Parish Councils to fund their own highway projects with Kent County Council Officers designing and delivering the schemes. Kent County Council may contribute to smaller projects.

Once a project has been identified by the Council as being appropriate for inclusion on the HIP it is reviewed by a Kent Highway Services Officer for the feasibility to be assessed and, if agreement given for it to be taken forward, the technical issues are considered and funding explored, with the expectation that this would in full or in part come from the Parish Council proposing the project.

Any resident wishing to put forward a project for improving a highway in the Parish should complete the HIP Request Form which can be found on the Council website or by e-mailing the Parish Clerk at clerk@willmingtonkent-pc.gov.uk to request a Form.

Please note that the HIP is not for urgent operational issues or maintenance concerns (e.g. blocked gullies/potholes); such matters should be reported direct to Kent Highway Services via the Fault Reporting Tool on the Kent County Council website.
