Rural Crime Prevention Camera Proposal

(ANPR at Village Entrances with Supporting CCTV Overview Cameras)

The Parish Council is seeking the views of residents, businesses and stakeholders on a proposal to introduce a village safety camera system aimed at helping deter crime, assist investigations and improve community reassurance.

Why Is This Being Considered?

Over recent years, concerns have been raised regarding burglaries, thefts, suspicious vehicles, anti-social behaviour and wider community safety. As a rural village with several access routes, it is considered sensible to explore practical and proportionate measures that may help reduce crime and support the police where incidents occur.

Proposed System

The proposal under consideration is to install a combination of:

  • ANPR cameras (Automatic Number Plate Recognition) at selected roads entering and leaving the village, capable of capturing vehicle registration numbers.

  • Overview CCTV cameras, providing wider images of vehicles, persons and activity in public areas.

This approach focuses on monitoring key access routes rather than widespread cameras throughout the village.

Possible Locations Under Consideration (please reference accompanying document: Camera Locations Map)

  • Camera 1: Dyers Road entrance

  • Camera 2: Tally Ho Lane entrance

  • Camera 3: Winchcombe Road entrance

  • Camera 4: Optional additional overview camera within the village centre/Square. Final locations would be subject to feasibility, permissions, privacy considerations and cost.

How the System Would Operate

  • Cameras would monitor public roads and public spaces only.

  • Cameras would not be intended to overlook private homes or gardens.

  • Recordings would be securely stored for a limited retention period and then automatically overwritten.

  • Footage would only be accessed when necessary, in connection with reported incidents, police enquiries or other lawful purposes.

  • The system would not be continuously monitored live.

Funding

The Parish Council is obtaining quotations and exploring whether grants or external funding may be available to reduce any financial impact on the Parish.
