Seend Parish Neighbourhood Plan Review Group – (SPNPRG)

The Seend Parish Neighbourhood Plan Review Group held its first meeting on Thursday 20 August at the Irene Usher Pavilion.

Carola Thorpe had been invited by the Parish Council to Chair the Group, and she had accepted.

Other Parishioners who are members of the group are: Sarah Chard, Clive Upton, Olly Burton, Jackie Hamblin, and Lizzie Simes ~ the following are Parishioners and also Parish Councillors: Bridget Johnstone, Jamie Halliday, Debbie Savage, Pamela Akerman and Helen Robinson- Gordon.

The group agreed to meet on the third Thursday of each month, allowing regular progress updates to be provided to the Parish Council. Minutes and records of the group's work will be maintained, with updates also shared through the village Facebook group and Spotlight.

The main focus of the meeting was to settle administrative issues and share out tasks. We then explored how to review the existing Neighbourhood Plan, in relation to the revision of the Local Plan currently being undertaken. The planning consultants Place Studio, will provide vital guidance to us with this task. The group identified a number of questions to explore with them including housing need, the number of homes Seend Parish may be expected to provide, the settlement boundary, Rural Exception Sites and how new development is counted.

The group discussed the current Wiltshire Council Call for Sites process and the need to understand which sites in and around Seend Parish may have been put forward. A separate Call for Sites coming from this group will be discussed at the meeting with Place Studio.

We discussed the Community Land Trust's emerging masterplan. The group agreed that it would seek to work constructively with the CLT as proposals develop, where this is in the interests of the wider parish.

The next meeting will be held on Thursday 17 September at 6.30pm.

The group is at the very start of this process, and there will be plenty of opportunities for Parishioners to contribute as the review develops. We will continue to provide regular updates and explain how Parishioners can get involved.
