Following further discussions with stakeholders (SGN, WCB Utilities and KCC Highways) and a review of site conditions, WCB have had to revise the phasing of the Horton Road works due to safety concerns relating to large farm vehicles and harvesting operations.

To minimise disruption and manage these risks effectively, works will commence from the Station Road end of Horton Road progressing towards Jacobs Lane during the six-week summer holiday period. As part of this phase, Skinney Lane will be under a full road closure.

However, to maintain access for larger vehicles and bus services, two operatives will be positioned at either end of the closure to act as gate operatives. This arrangement will allow large lorries and buses to continue serving the area, with access managed on a one-direction-at-a-time basis to prevent vehicles meeting head-on.

The closure of Skinney Lane will be used for the six weeks of the summer holiday, it is only while the large vehicles cannot use Horton Road and get to Jacobs Lane.

Horton Road will then be reopened to facilitate overnight resurfacing works scheduled to commence on 10 September and be completed by the 16 September, which will be undertaken on the A225 Dartford Road between the junctions Calfstock Lane and Franks Lane. The resurfacing will be completed under a road closure which will be in operation between the hours of 20:00pm and 06:00am daily, excluding the weekend.

Following completion of the resurfacing, works will move into the second phase, which will involve closing Horton Road between Jacobs Lane and Bull Hill. During this phase, lorries will return to their usual route, while bus services will be diverted via Jacobs Lane instead of the Bull Hill, Horton Road junction.

Bus operators contacted include - Brian Jones Bus and Coach Hire, Go-Coach, Arriva (until 31 July) and Go-Ahead London Kent Country (from 1 August).

Please see below an overview of the phases and the associated drawings for each phase is attached.

Phase 1

From the junction of Station Road to Jacobs Lane - 25 July 2026 to the 10 September 2026 (please note that School Lane is currently not due to end until the 28 July 2026, so there does appear to be an overlap on one.network. However, both roads will not be closed at the same time. Horton Road will only be closed once School Lane is completed).

Phase 2

From the junction of Jacobs Lane to The Street (Bull Hill) - 16 September 2026 to the 19 October 2026.

Phase 3

The junction of The Street, Bull Hill and Horton Road to be closed - 19 October 2026 to the 6 November 2026.
