Bulwick Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This accessibility statement applies to www.bulwickparishcouncil.gov.uk website which is fully adaptable for use with a mobile phone.
We want as many people as possible to use this website. For example that means you should be able to:
- Change colours, contrast levels and fonts
- Zoom in up to 300% without text spilling off the screen
- Navigate most of the website using just a keyboard
- Navigate most of the website using speech recognition software
- Listen to most of the website using a screen reader
We will be reviewing the website text to make viewing and reading easier on the eye.

The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.
This website is fully compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard. This is because the website provider Hugofox controls the templates, layouts, codes and is kept compliant and up-to-date by them.
Areas that are controlled by Bulwick Parish Council are partially compliant.
Known issues are:
- Colours of text in documents (advice given is 4.5:1 contrast ratio against it background)
- Images
- most older PDF documents are not fully accessible to screen reader software
- live video streams do not have captions
- you may not be able to skip to the main content when using a screen reader
- documents supplied by third parties that the Council has no control over
Hugofox supplies dedicated resource pages on their website for guidance on compliance for users along with email and telephone support.
Bulwick Parish Council will continue to use a variety of ways to test the website - self testing, dedicated reporting sites and Hugofox along with public users feedback.
Preparation of this accessibility statement
This statement was prepared on 28th February 2026.
This website was last tested on 28th March 2026 against the WCAG 2.2 AA standard.
Hugofox (website provider) has advised we use 'WAVE' browser extension to spot colour / contrast and structural issues (Please see report below and work in progress to correct). Hugofox will continue to use their own inhouse checks / training to ensure the website meets the latest compliance (Please see the domain site for information).
Bulwick Parish Council welcomes feedback from website participants to make this a user friendly for residents.
Government Digital Service (GDS) monitoring expects statements to be reviewed “at least every 12 months”, with review dates and noting any improvements made to this statement.
The statement was last reviewed on 28th March 2026 - Due to be reviewed in March 2027 unless a major redesign of the website.
What we are doing to improve
Bulwick Parish Council is continually working alongside Hugofox to ensure the latest updates and compliance is applied to the website. When reviewing the website over the next year we will endeavour to upgrade the colours, fonts and styles to meet with WCAG 2.2 AA
The Proper Officer to Bulwick Parish Council is reviewing all policies and documents to ensure they meet with UK Regulations and once approved by full council they will be uploaded to the website.
