Governance and transparency

The Parish Council follows the Transparency Code for Smaller Authorities by publishing as follows:

  • all items of expenditure above £100 (financial reports)
  • end of year accounts (financial reports)
  • annual governance statement (financial reports)
  • internal audit report (financial reports)
  • list of councillors (councillors). There are no individual member responsibilities, because as a small council it is not considered practical to subdivide by allocating specific responsibilities and there are no sub-committees.
  • the details of public land and building assets - no land or buildings are owned by the Parish Council
  • minutes, agendas and meeting papers of formal meetings (agendas and minutes).

Parish Councils have powers to represent and support their local communities. Many of the decisions involve public money therefore it is essential that the council’s business is conducted in a correct and transparent manner. To achieve transparency, confidence and legal decision-making, there are rules for conducting business, established in law and good practice including the Standing Orders and Financial Regulations. As required by the Freedom of Information Act 2000, the Parish Council has adopted a model scheme approved by the Information Commissioner. The Parish Council has also adopted other procedures which assist in carrying out its functions.  The Standing Orders, Financial Regulations, adopted policies and procedural statements are as shown in the table below, and can be downloaded from this webpage.
