Website Accessibility

This accessibility statement applies to the Carlton on Trent Parish Council website: www.carltonontrentpc.gov.uk

HOW ACCESSIBLE IS THIS WEBSITE?

Some areas of this website are not fully accessible.  Most of the site is compliant.
The Government's Basic Website Accessibility Check was used to assess accessibility. A full accessibility assessment, being over £4000 would be a disproportionate burden for a council with an entire annual budget in the region of £6500.

FEEDBACK AND REPORTING ACCESSIBILITY PROBLEMS WITH THIS WEBSITE

The parish council does not have an office. Due to the risks associated with lone working, the clerk can only accept visitors by appointment. To make an appointment if you need information on this website in a different format or to discuss the accessibility of the site, please call 01636 823070 or email clerk@carltonontrent-pc.gov.uk.

If you find any problems not listed on this page or think it’s not meeting accessibility requirements, contact clerk@carltonontrent-pc.gov.uk

ENFORCEMENT PROCEDURE

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

TECHNICAL INFORMATION ABOUT THIS WEBSITE'S ACCESSIBILITY

Carlton on Trent Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

COMPLIANCE STATUS

This website is largely compliant with the Web Content Accessibility Guidelines version 2.2 standard, though not entirely, due to the non-compliance issues listed below.

NON-ACCESSIBLE CONTENT

The content listed below is non-accessible for the following reasons:

  • Some images do not have a text alternative, so people using a screen reader cannot access the information.
  • Some documents are not fully compliant with accessibility regulations. In particular, the headings are not always formatted in a way to be compatible with e-reader software.
  • There are some missing links and contrast errors.
  • There are minor template heading and form label alerts on automated pages (like News and Events).

CONTENT THAT IS NOT WITHIN THE SCOPE OF THE ACCESSIBILITY REGULATIONS

Documents:
The accessibility regulations do not apply to documents published before 23 September 2018 if they are not essential to providing services. Minutes, newsletters and transparency data prior to this date are not therefore in an accessible format.

Links to PDFs generated by other authorities, such as Newark & Sherwood District Council, are the responsibility of the authoring Authority, not Carlton on Trent Parish Council.

WHAT THE COUNCIL IS DOING TO IMPROVE ACCESSIBILITY

Carlton on Trent Parish Council has formatted all post 2018 Word documents in an accessible format, however, it is still working towards making Excel documents accessible.

Many documents relating to Transparency are created by other authorities such as Smaller Authorities' Audit Appointments (SAAA) and the Smaller Authorities Proper Practices Panel (SAPPP). Carlton on Trent Parish Council can only populate certain fields in these documents and has no control over the formatting and accessibility. These bodies are known to be working towards making the documents more accessible but the Parish Council cannot give a timescale for this work and will not be able to alter any documents produced prior to the new format being issued.

Template headings and form label alerts are aspects of the site developed and controlled by the website provider HugoFox. Carlton on Trent Parish Council is working with the website provider in identifying issues and HugoFox is actively rolling out code updates to resolve them. It is not possible to give a timescale for compliance for these elements but it is in hand at the time of writing this statement and should be completed in a timely manner.
