Finance and General Purposes

COUNCILLOR CONTACTS: Leigh Jackman, Carl Donoclift & Colin Mansell

This group is responsible for monitoring and controlling the council's budget, recommending a precept that balances the needs of the community against the community's ability to pay, all staffing matters, training, and the monitoring and reviewing of Parish Council Policies. The Parish Clerk attends all finance meetings.

RESPONSIBILITIES / TERMS OF REFERENCE

  • Governance: Ensure compliance with GDPR, transparency, and Freedom of Information regulations
  • Financial Oversight: Monitor and review the Council’s financial controls, risk register, and risk policy
  • Forward Planning: Consider future financial needs and provide earmarked reserves for equipment, buildings, and other expenditures
  • Contracts: Draft tender documentation and oversee contracts for services such as cleaning and grounds maintenance
  • Health & Safety: Ensure compliance with Health & Safety regulations, including risk assessments and accident investigations
  • Budgeting: Work with the Responsible Financial Officer (RFO) to prepare the annual budget and recommend the precept to the Full Council
  • Partnerships: Collaborate with other parishes, the Isle of Wight Council and organizations for beneficial and cost-effective partnerships
  • General Functions: Perform all other Parish Council functions not assigned to other working groups
