Club Constitution

RAMSEY BOWLS CLUB CONSTITUTION

  1. NAME

    Ramsey Bowls Club.

  2. OBJECTIVES

    To promote the game of Flat Green Bowls under the Codes of Bowls England and English Bowling Federation and to ensure players abide by these rules.

  3. MEMBERSHIP

    Membership of Ramsey Bowls Club shall be open to any person regardless of age, gender, sexual orientation, religious belief, race and ethnicity or ability who completes a membership application form and pays the relevant subscription fee as determined by the Club.

  4. MANAGEMENT OF THE CLUB

    The day to day running of the Club shall be managed by the committee to consist of the President, Vice President, Secretary, Treasurer, Green Liaison Officer, Social Secretary, Match/Competitions Secretary and any other member who sits on the committee up to a maximum of 10 and any other bowls member serving on Ramsey Club Management Committee (all offices are Honorary). The Committee shall meet at agreed intervals and not less than four times per year and decisions will be made on the basis of a simple majority vote, subject to a quorum of 50% plus 1 members being present.  All committee members excluding President and Vice President should be nominated, proposed and seconded every year. The election of officers to serve on the committee will form part of the club business to be discussed and approved at an Annual General Meeting of bowls members. Proposals for nominees must be submitted to the Bowls Club Secretary at least 30 days prior to the AGM with names of the Nominee, Proposer and Seconder. Where two club members are proposed for the same position a vote will take place at the Annual General Meeting with details of the candidates being posted on the club noticeboard and the Bowls Club website.  Also to be circulated via email, posted or hand delivered at least 14 days in advance of the meeting. Voting for Committee Members , Captains and Delegates  will be by paper ballot at the AGM  of those members present, plus duly completed proxy forms if any member will not be present at the meeting. Proxy forms will be available from the secretary on request. If possible the office of President should alternate between Lady and Gentleman and be for a period of two years. The Vice President shall have the option of succession.

  5. GRIEVANCE PROCEDURE

    I. If a bowls member has a complaint concerning another member they should raise the issue with a member of the Committee. The

committee will then decide if a verbal warning is necessary. If so this will be given with two members of the committee present.
II. Should a verbal warning be insufficient a written warning will be given from the Committee.

III. If the issue is not resolved the member will be invited to attend a meeting to discuss the grievance. The member may ask a colleague or a fellow member to attend.
IV. Should the grievance be upheld the Committee can impose an immediate withdrawal of membership from the Bowls Club.

V. A member shall have the right of appeal to the President of the Bowls Club who will not be party to the grievance in question.

  1. ANNUAL GENERAL MEETING

    This is to be held during the first week of November each year. A copy of the notice calling the AGM is to be sent to all members by e-mail or hand delivery for those members who have not provided an e-mail address and also posted on the Club Notice Board at least 35 days in advance of the Annual General Meeting. It is for members to advise the club secretary of changes to their e-mail address.

  2. RESOLUTIONS

    Any member(s) wishing to give Notice of Motion on any topic relevant to the working of the Club should submit same to the Secretary of the Bowls Club at least 30 days prior to the Annual General Meeting. Details of any resolutions received for discussion at the Annual General Meeting will be posted on the club notice board at least 14 days in advance of the Annual General Meeting.

  3. AFFILIATIONS

    The Ramsey Bowls Club is to affiliate to the Huntingdonshire Bowls, Huntingdonshire Bowling Federation and Hunts Bowls Leagues.

  4. MATCHES

    The bowls club will participate in a series of Cup, League and Friendly matches throughout the playing season under the management of the relevant Cup, League or Friendly Captain. Appointment of the Cup, League, Millicent Childs and Friendly Captains will be voted on at the appropriate AGM.

    The Friendly Captain is to arrange a Friendly Fixture Match List with existing clubs and any other friendly fixtures requested at the AGM.
    The Cup Captain is to arrange entry to those cup matches as agreed at the Annual General Meeting.

The appropriate League Team Captains will manage their teams with the support of the Bowls Committee.

  1. DELEGATES TO ASSOCIATION

    The Club Delegates to the EBA and EBF Associations and Hunts Bowls League are to be appointed at the AGM.

  2. BOWLS GREEN - SEASON AND PLAYING RULES

    The Bowls Green will be open from the beginning of April until the end of September, weather permitting. Any amendments to this period would be at the discretion of the Club Green Keeper and our Green Liaison Officer. The direction of play, availability and layout of the rinks will be as authorised by the Green Liaison Officer and only changed by him/her or person(s) that he/she may delegate to. No other person is permitted to make these changes.

  3. DRESS CODE
    On the Bowls Green:

    : For match play whilst representing the club to wear the registered club shirt, grey or white trousers, skirt or shorts where allowed ( purchased from a bowls supplier) and appropriate bowls footwear.

    Please check with your Captain for correct dress code.
    : For internal club matches to wear either the registered club shirt or white shirt, grey trousers, skirt or shorts (purchased from a bowls supplier) and appropriate bowls footwear.
    : For roll ups smart casual wear may be worn which includes tailored knee length shorts together with appropriate bowls footwear.
    Any member not wearing appropriate bowls footwear will be asked to leave the green.
    Denim jeans are not permitted on the green.

    In the Club House:

    Smart casual attire and suitable footwear should be worn except at special events where specific dress code guidelines are
    published.

  4. BOWLS

    Only those of the required standard are to be used.

  5. EQUIPMENT

    Scoreboards, mats and jacks are available for members use and are situated in the bowls clubroom. All equipment must be returned to the clubroom after use. Bowls mats are to be stored in a flat position when dry.

  1. USE OF RINKS

    Before commencing play of any game/match, whether competition, friendly or roll-up, a check must be made in the Rink Reservation Book to ensure rinks are free. If use of the rink is required, then the person(s) concerned must ensure that the rink is cleared by the time the rink or rinks have been booked.

  2. RINK PRIORITY

    Preference for choice of rinks must be given to matches and competitions

    1. A  Members County Competition

    2. B  Club League

    3. C  Club Cup

    4. D  Club Competitions

    5. E  Club Friendlies

    6. F  Individual or other arranged Matches agreed at the AGM and

      appearing in the Club Fixture List.

    The Ground Staff have use of the green until 10.30am but have priority over other casual users at any time. Please see the events board for scheduled maintenance at other times.

  3. RINK ALLOCATIONS

    When more than one rink is required for County or Club Competitions, the rink must be drawn for, regardless of starting time.

  4. VISITORS

    Visitors to the area can play, but must be accompanied by a Club Member, who should book a rink in the Rink Reservation Book, sign name and be responsible for paying a Green/Match fee of £2.50, which should be marked “Bowls Green Fee” and placed in the Company Secretary’s box situated in the main entrance foyer.

  5. DRESSING ROOMS

    Members and visitors are requested to use the Changing Rooms provided at all times, especially during inclement weather. All players are requested not to enter the Lounge Bar wearing wet weather gear. No equipment is to be placed in the Lounge Bar or entrance to same.

20. CORRESPONDENCE

All correspondence and notices pertaining to the Bowls Club must be routed through the Bowls Club Secretary.

21. NOTICES
Notices can only be affixed to the Notice Board by the Bowls Club Secretary, with the exception of the Team Lists, which are posted by the relevant Captains.

22. MISCELLANEOUS

No amount of rules can cover every eventuality. Members are requested to adhere to the above rules and to make any suggestions where rule changes or additions will be for the good of the Game/Club/in general, such suggestions to be made in writing to the Secretary of the Bowls Club. Similarly, any bowls related complaints must be entered in the book situated in the Bowls Changing Room and will be dealt with by the committee.
