General Power of Competence At its meeting on 15 July 2026, Shepherdswell with Coldred Parish Council resolved that it meets the eligibility criteria to adopt the General Power of Competence under the Localism Act 2011.  This power allows the council to do anything individuals generally may do, provided it is lawful, giving greater flexibility when supporting community initiatives.
