Suggested Mitigation Measures

Suggested Mitigation Measures for the Brightlands Development, Sutton Scotney

Potential points for Wonston Parish Council and parishioners to raise with the developer to minimise the impact of the proposed development.

  1. Limit to 60 homes as per the Local Plan allocation
  • Impact on adjacent conservation area to be considered
  • New buildings must respect the character of the area in terms of scale, grouping, traditional design and materials
  • Development into open farmland erodes the village’s rural setting
  • Danger of creating a village of two halves

  1. Stronger A30 Crossing Measures
  • Road safety audits for new access and walking/cycling routes
  • Traffic calming and speed management
  • Controlled pedestrian crossing
  • Reduced speed limits approaching crossing– this is currently a 40mph zone
  • Raised-table crossings
  • Developer-funded maintenance

2. Noise Protection

  • Acoustic bunds and landscaping
  • Enhanced glazing standards
  • Noise monitoring after occupation
  • Sensitive house orientation

3. Light Pollution Controls

  • Dark-sky compliant lighting
  • Motion-sensitive lighting where appropriate
  • Restrictions on column heights

4. Community Infrastructure Contributions

  • Victoria Hall improvements
  • Recreation ground enhancements
  • Youth facilities
  • Village footpath upgrades

5. Construction Traffic Management

  • Agreed lorry routes
  • Wheel washing facilities
  • Restricted working hours
  • Parish monitoring arrangements

6. Sewerage and Drainage Safeguards

  • Mandatory use of ‘mains drainage’ for all properties via the new Southern Water pipework
  • Occupation only after sewer upgrades operational at Harestock
  • Independent capacity verification
  • Post-completion monitoring

7. Early Biodiversity Delivery

  • Tree planting before occupation
  • Long-term management plan
  • Wildlife corridors

8. Healthcare Contributions

  • Support for local GP services
  • Health impact assessment

9. Affordable Housing Priorities

  • Priority for local people
  • More affordable rented homes – our current predominant housing need is for one-bedroomed accommodation for those over 55 years of age
  • Homes for downsizers
  • Affordable housing to be spread across the development
  • All properties to be of equal build quality

10. Village Character and Landscaping

  • Wider landscape buffers
  • Retention of hedgerows
  • Two-storey height limits

11. Sustainable Travel Measures – unsustainable location and car dependency

  • Limited access to frequent public transport and key services
  • Pedestrian and cycle connections described are generic and do not demonstrate safe, direct, all-weather routes to shops, schools and healthcare.  The development is in danger of becoming entirely car dependent.
  • EV charging for all homes
  • Car club provision
  • Secure cycle storage
  • Bus service contributions

12. Open Space for Existing Residents

  • What will the green space include?  Play equipment?  Dog walking areas, biodiversity areas?
  • Minimum space design and suitable equipment
  • Public access in perpetuity
  • Children's play facilities
  • Community orchard and walking routes
  • Who is to maintain the amenity areas – insist on long term management/funding

Recommended Headline Requests

  • Safe signal-controlled crossing of the A30
  • No occupation until sewer infrastructure is fully operational
  • Substantial noise, landscape and lighting mitigation
  • Legally secured package of community benefits
