Asselby Parish Council meeting to be held on the 8th September 2026 in The Black Swan public house 7-00 pm.

 

The chairman opened the meeting by explaining to the assembled members of the public by explaining that this was a council meeting and questions and comments would be taken at the end of the meeting under Any Other Business. The chair also stated that the meeting may be recorded

1. Apologies for Absence

Minutes were agreed and will be signed in the presence of the clerk

Declaration of any interests

              No declarations of interest

 

3. Matters Arising

a. Confirmation of APC action taken due to fire (DW)

              Actions approved as appropriate in the circumstances

 

b. Purchase of a storage box (DW)

APC has nowhere to store items and it was suggested that a box is purchased which can be stored on the Black Swan car park – the council has sufficient funds

              Proposed as a good idea by AM, seconded by Chris – agreed by the council

             

c. Purchase of items for remembrance Sunday (2 wreaths, 8 wooden crosses and ?)

APC has limited items for Remembrance Sunday and it was suggested that some are purchased which can be stored in the above box for future years – the  council has sufficient funds

              Proposed as a good idea by Chris, seconded by Gary  – agreed by the council

1. HSBC – current financial statement £2950-51

Excluding the APCO funds which are ring fenced

1. Expenses this month – none
2. LG pay rise of 3.3% from 1st April. Adoption to be voted on

National award

1. Planning matters
   1. Revised and resubmitted plans for Back lane

Neighbours now happy with resubmitted plans

APC no further comments

Possible contravention of planning permission

The chair stated that all concerns for contravention of planning should be addressed to EYRC or Howden council who are dealing with the breech of planning at the stables and asked for all questions to be directed through the chair

 Mr O’Neil identified himself as the owner of the property in question

Question:   Can APC put any pressure on ERYC

Response: David Howard is aware of the issues, has visited the site and is dealing with planning department, however APC has no input into the planning as such as the plans for a stable block have been approved and ERYC is dealing with a breech of planning

Question:   Why were plans submitted for stables if the intention is to live there

Answer:      Mr O’N said he had purchased the land with a view to settle there and will apply for planning as he intended to live there with his wife and 2 daughters and there would be no other dwellings or caravans on the land

Question:   Will planning now be applied for

Answer:      Mr O’N stated he intended to do so

Question:   How will sewage de dealt with

Answer:      There will be a cess pit

Question:   If planning fails will Mr O’N leave the land

Answer:      Mr O’N stated he has 28 days to apply for planning permission and would leave if planning refused

Question:   The dogs are barking

Answer:      Mr O’N stated it was as they were in new surroundings and were trained guard dogs

Question:   Why do you need a caravan if it is only your family

Answer:      Mr O’N said it was during the refurbishment of the static caravan and for his 17 year old daughter

Question:   Do you pay council tax

Answer:      Mr O’N stated he had applied to the council to pay tax

Question:   When would the stables be built

Answer:      Before the end of the year – he has 4 horses but they will not all be on site

Question:   Once planning permission is submitted – will that be the end of it

Answer:      Mr O’N stated that he would like to settle down in Asselby and be a member of the community and would be happy to build a house or have approval for a static caravan but there would be no more development. Mr O’N stated that he had been concerned to read that there was going to be a settlement of many caravans this was not the case. He also raised concerns about pitch forks and torches on social media which he said had upset his young daughter
