Bowls England Rule 9

Bowls England Regulation 9 (R9) is the governing disciplinary and misconduct procedure for all affiliated members, clubs, and county associations. It establishes a structured, fair, and proportionate framework for handling complaints, misconduct, and formal hearings, aiming to protect the sport's integrity. 

Key Components of Regulation 9 (Disciplinary & Misconduct):

  • Scope: Applies to misconduct by members and provides a Code of Conduct to ensure a welcoming and safe environment.
  • Process: Outlines procedures for handling complaints, including an initial review by a complaint assessor.
  • Levels of Misconduct: Covers an informal process for minor issues, mediation for moderate issues, and formal hearings for serious misconduct.
  • Hearings: Details the structure of disciplinary hearings, including the right to call witnesses and the appointment of a hearing panel.
  • Appeals: Sets out the procedure for appealing decisions through a Bowls England Appeal Committee.
  • Mandatory Adoption: All affiliated clubs and counties must adopt this regulation to address misconduct.
