The Neighbourhood Plan
Neighbourhood Plans give communities the power to shape their local area by creating local planning policies that set out a shared vision for the future of the neighbourhood.
Newton on the Moor and Swarland Parish Council appointed a Steering Group in 2023, made up of Parish Councillors and local residents. Following consultation and engagement with the community, they developed a Neighbourhood Plan. The Plan allows residents to have a greater say on development and infrastructure to meet local needs but must also align with national and local council strategic plans.
The Plan has been the subject of a Consultation in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012. This consultation period ended on November 1st 2025 and all of the comments were considered by the Steering Group and their planning consultant and responses made. The Plan was revised to take account of comments received and a Consultation Statement, Basic Conditions statement (to demonstrate that the Plan aligns with National and Local Planning policies) and the revised Plan, along with the supporting evidence, were then submitted to Northumberland County Council at the end of November for them to review. The Council did this and found the documents to be compliant and then commenced a consultation under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012. That consultation ran between 10th December 2025 and 28th January 2026.
The Plan was then subjected to an examination by an Independent Examiner. That process has now been completed and his report is available on the County Council website along with the Referendum copy of the Neighbourhood Plan.
The date of the referendum will be published as soon as the Parish Council receive this from Northumberland County Council.
