Highways Improvement Plan (HIP)
A HIP is the method that Parish Councils use to share locally identified concerns and issues with KCC Highways. It was this process that enabled the 20mph zone to be put in place.
The most recent version of the HIP (with comments from KCC) can be viewed below.
Update October 2026: KCC has assessed the request for a pedestrian island on the Faversham Road and found that the necessary carriageway width & siting for safe visibility makes it an unaffordable option. However, Boughton Aluph & Eastwell Parish Council has asked KCC to investigate an alternative option for a dropped kerb and tactile paving crossing point without the island element, around where the Vehicle Activated Sign (VAS) is currently.
This will not need widening of the carriageway, but will need the installation of a short length of footway to join the crossing point with the bus stop. Although there would not be a refuge, this would improve accessibility to the bus stop for those needing to cross.
20mph Zone in Boughton Lees
Kent County Council is the Highways Authority, but the Parish Council has been working with KCC to suggest safety improvements to our local roads. The 20mph zone scheme was championed and recently funded by the Parish Council, and work on the Highways Improvement Plan is ongoing. This will include KCC providing two additional painted 20mph circles to make the zone more obvious to drivers joining the zone from the Faversham Road (initially hoped to be painted in early summer 2026, but there has been a delay with KCC contractors).
Speedwatch - join us!
The fantastic local speedwatch volunteers in the Boughton Lees area have conducted sessions on Wye Road, as well as at other sites around the green. More volunteers are very welcome, more volunteers will mean even more sessions can be run (times to suit volunteers). More information on the scheme, along with information on the impact it has is available from Kent Police. People can also register directly (use the 'register' button and then 'join existing'). The Parish Clerk can also put you in contact with the scheme.
