Meet the Parish Clerk and Staff
Oakley & Deane Parish Council employs the Parish Clerk, Assistant Parish Clerk, Finance Assistant, two Oakley Litter Wardens and a Parish Handyperson.
Grounds maintenance within of the sports grounds, play areas, St. Leonards Parish burial ground and other open spaces within Oakley village is carried out by contractors, as is the maintenance of the two sports pavilions with support from a local Handyman.

Responsibilities: The Parish Clerk is the Council’s Proper Officer and senior administrator, responsible for ensuring the lawful, transparent and efficient operation of the Council. The Clerk provides professional advice to support councillors in making informed, lawful decisions and oversees the implementation of those decisions. As the primary point of contact for residents and visitors, the Clerk manages council administration, researches matters of local concern, and provides impartial information to assist the Council’s work. As Responsible Financial Officer (RFO), Nicola is also responsible for maintaining accurate financial records, managing budgets, and ensuring compliance with statutory financial requirements.

Responsibilities: The Assistant Clerk supports the Clerk across all areas of council administration, with a particular focus on planning matters. This includes preparing planning reports, liaising with residents and authorities, and assisting with the day‑to‑day functions of the Council.

Responsibilities: The Finance Assistant supports the Clerk and RFO by maintaining accurate financial records, processing financial transactions, and assisting with the preparation of financial reports, audits and budget monitoring.
Parish Operations Team
Stephen Dyer – Parish Litter Warden (Sports & Play Areas)
Paul Finn – Parish Litter Warden (Oakley Village)
Responsibilities:
- Collecting and removing litter from designated areas
- Emptying litter bins and disposing of waste appropriately
- Identifying and reporting litter hotspots or maintenance concerns to the Clerk
Dave Watson – Parish Handyperson
Responsibilities: The Parish Handyperson supports the upkeep, safety and appearance of parish assets and public spaces, including:
- General maintenance: routine care of noticeboards, benches, bus shelters, play areas and open spaces
- Repairs and minor works: painting, fixing damaged fittings and replacing broken items
- Grounds and environmental tasks: strimming, clearing pathways and supporting the overall cleanliness of the parish
