A message from the Chairman
Welcome to the Website of Seamer Parish Council.
Seamer Parish Council is constituted as a local authority and first met in 1894 under the Local Government Act of that year.
The Council covers a large rural area together with Seamer Village and Crossgates near Scarborough in North Yorkshire.
Our Publication Scheme (Freedom of Information - Guide to Information), along with our Code of Conduct & Standing Orders, Terms of Reference and other Policies & Procedures are available on the Documents page of this website.
The Notice of Public Rights & Publication of Unaudited Governance & Accounting 2024-2025 is published on the Finance... 2024/25 page of this website, the dates of the period for the exercise of public rights commencing on Tuesday 3 June 2025 and ending on Monday 14 July 2025.
The Council is here to serve all of the residents of Seamer & Crossgates and we hope you will contact any Councillor or the clerk on issues affecting the Council's area. The Council will do what it can within its powers to assist with matters raised but, with one part-time employee, proportionate to its low charge to residents’ Council tax, the Parish Council cannot reasonably act as a ‘call centre’ for matters which are the responsibility of the much larger North Yorkshire Council, North Yorkshire Police or any other statutory / public authority / emergency service. Rather enquirers will be advised how best to contact the relevant authority directly:
- see the North Yorkshire Council page of this website, for example most open spaces in Crossgates were adopted from developers by the former Scarborough Borough Council and are now owned and the responsibility of North Yorkshire Council.
- see the Police|Trading Standards page of this website, for example the Police’s advice is to report anti-social and offending behaviour promptly directly to them, with images if possible and safe to do so, and with as much detail as possible to increase the likelihood of identifying and dealing with those responsible.

Come and meet your Councillors 'drop in' events
The Council holds informal ‘Come and meet your Councillors’ 'drop in' events, approximately termly, throughout the year. These get togethers are a great opportunity to 'drop in' to meet and discuss issues over a cup of tea, coffee etc. Drop in for a chat and refreshments any time during the session. Meetings
The temporary change in the law which allowed meetings of the Council to be held virtually ended on 6 May 2021, so all formal 'decision making' meetings must currently be held in person, as well as in public, although the Government is working towards allowing Councils to hold hybrid and virtual public meetings in the future.
Annual Parish Meeting (Assembly)
The Parish Meeting of the electors of the Council's area is required to assemble annually between 1 March and 1 June, and is usually held in late April or early May prior to the Annual Meeting of the Council. Meetings of the Council
Our annual and ordinary meetings are usually held on the second Tuesday of each month, alternately at Seamer & Irton War Memorial Hall, Main Street, Seamer, Scarborough, YO12 4QD and Crossgates Community Centre, Curlew Drive, Crossgates, Scarborough, YO12 4TP, commencing at 7.00 pm. Carol Service
Our Carol Service will this year be held at Seamer & Irton War Memorial Hall on Tuesday 16 December 2025, commencing at 7.00pm, led by Rev Dr Kevin Ridd.
Residents of the Council's area are warmly invited to attend all of the above.
