Traffic Calming Consultation

Key Information

The Traffic Calming Consultation relates to proposals developed by Hampshire County Council (HCC) following earlier work in 2016 to address traffic speeds and volumes on Salisbury Lane and Station Road in Over Wallop and Nether Wallop.

The original proposals aimed to improve road safety and reduce traffic impacts across key routes within the village.

The scheme initially included three elements:

  1. Changes to the junction at Grateley Station to redirect traffic away from Wallop Road and Station Road
  2. Closure of Salisbury Lane to through traffic, including the construction of turning circles
  3. Traffic calming measures on Station Road between the A343 junction and Salisbury Lane

In the 2016 consultation, 164 responses were received:

  • 103 supported the scheme
  • 43 opposed
  • 4 were unsure
  • 11 did not respond
  • 52% supported the closure of Salisbury Lane to through traffic
  • 129 supported traffic calming on the northern section of Station Road

Following consultation, the scheme was revised. The junction changes at Grateley Station were removed, and the project was adjusted to a pilot approach using temporary measures subject to review.

The current position is that Hampshire County Council is progressing with a revised scheme focused on:

  • Closure of Salisbury Lane to through traffic
  • Traffic calming on Station Road

The pilot is intended to be evaluated before any decision on permanent implementation.

HCC has stated that success of the pilot would be measured primarily by a reduction in traffic speed on Station Road.

The estimated cost of the trial scheme is approximately £289,000, with full implementation estimated at £360,000.

Consultation and Community Feedback

Parish feedback highlighted mixed views:

  • Some residents supported closure of Salisbury Lane due to safety concerns
  • Others raised concerns about increased traffic on Station Road and associated safety risks

The Parish Councils requested clarification on how “success” would be defined for the pilot scheme. HCC confirmed this would be based on reduced traffic speeds, with no formal traffic volume target.

Hampshire County Council Meeting – 11 October 2021

Summary of Key Points Raised

1. Traffic impact expectations
The scheme would restrict through traffic on Salisbury Lane, with expected increases in traffic volume on Station Road, but with a focus on reducing speed.

2. Programme timeline
Construction could begin in spring following approval, with exact dates confirmed after contractor appointment.

3. Consultation approach
HCC confirmed no alternative scheme was being developed and limited resources prevented wider scheme redesign.

4. Public engagement
No additional public meeting was planned, but supporting materials would be provided.

5. Traffic monitoring
Traffic counts would be carried out before and after implementation.

6. Costs
Trial cost estimated at £289,000; full implementation at £360,000.

7. Evaluation method
Based on traffic data and feedback, with emphasis on speed reduction and road safety outcomes.

8. Evaluation responsibility
The County Council would assess the trial.

9. Contingency planning
No alternative “Plan B” scheme would be provided if the trial was unsuccessful.

Consultation Participation (Historic)

Residents were previously invited to submit views via an online survey, parish hall drop-in session, or telephone response. The consultation period closed on 18 January 2022.
