Accessibility on this website

We continue our efforts to constantly improve the accessibility of this website and we know some parts of this website are not fully accessible, most notably:

  • Older PDF documents (created before June 2020) are not fully accessible to screen reader software as ‘headings’ have not been used making the navigation more difficult. The same applies for documents that have been scanned in (like AGAR Annual Return documents)
  • Some forms are missing labels which makes it difficult for some users to know what they are for.
  • Colour contrast between text and background is low in some parts of the website. 
  • You cannot modify the line height or spacing of text.

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

1. Issues with technology

  • The colour contrast between background and foreground content should be at a minimum level to ensure legibility. Text and its background should have a contrast ratio of at least 4.5:1. Some parts of our website, particularly information about size of PDF files and upload dates is low contrast. This does not meet WCAG 2.1 success criterion 1.4.3 (Contrast (Minimum). We are liaising with the website providers to correct this as soon as possible.
  • Empty button - a button on screen has no text to describe what it is for. This does not meet WCAG 2.1 success criterion 3.3.2 (Labels or instructions). We will liaise with the website providers to add descriptive text wherever this occurs.
  • Empty link – a link on a page has no text to describe what it is for. This does not meet WCAG 2.1 success criterion 2.4.4 (Link purpose (In context)). We will liaise with the website providers to add descriptive text, or to remove any redundant links wherever this occurs.
  • Redundant link – Adjacent links go to the same URL. This does not meet WCAG 2.1 success criterion 2.4.4 (Link purpose (In context)). This results in additional navigation and repetition for keyboard only (no mouse) and screen reader users. These links will be identified and the problems resolved.

2. Issues with text.

  • Skipped heading level – typically website headings are classified as h1, h2, h3, etc. They help to give structure to web pages but also indicate hierarchy to screen reading tools. This alert indicates that one or more heading levels have been skipped which could be confusing to the tool and to the user. This does not meet WCAG 2.1 2.4.6 (Headings and labels). The web pages with these problems will be identified and the heading levels changed where appropriate to correct the hierarchical structure.
  • You cannot modify the line height or spacing of text. This does not meet WCAG 2.1 success criterion 1.4.12 (Text spacing). We will liaise with the website providers to see if this can be corrected.
  • Suspicious link text – This indicates that a link says something like ‘click here’. This does not give enough information to a user who may not be able to see it in context. This does not meet WCAG 2.1 success criterion 2.4.4 (Link purpose (In context)). The link text will be changed to be more meaningful.

3. Issues with PDFs

  • The agendas, minutes, policy documents and financial documents are all stored as PDFs on this website. Some older PDFs (Minutes, Agendas, and Council policies published before June 2020, the Annual Governance Returns, PDFs shared from third parties) do not use headings so the navigation tool cannot be used with a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (Name, Role, Value). We are ensuring that all new content added to the website as a PDF is compliant using appropriate headings. As some policies are reviewed and updated every two years rather than annually, we expect all policy PDFs to be compliant by April 2022 at the latest. The Annual Return (AGAR) is a scanned in document and we will provide them in an alternative format or media on request. 

4. Issues with images

  • Text alternatives – some images may be missing alternative text which can cause confusion for users of screen readers. This does not meet WCAG 2.1 success criterion 1.1.1 (Non-text content). Where this occurs we will add alternative texts, including labels to show which images are purely decorative, in order to allow users of screen readers to skip over these images.
  • Redundant title text – in some instances the same text is being used to describe the image as is being used for the alternative text. This can cause confusion for users of screen readers. All such images will be identified and the two text elements will be changed so that they are different and make sense.

5. Issues with interactive tools

  • Missing form label – some forms on the side bar of the website do not have associated text labels. Users with accessibility issues may not be able to recognise what the form is for. This does not meet WCAG 2.1 success criterion 2.4.6 (Headings and labels). We will be liaising with the website provider to add descriptive text where possible. 

Disproportionate burden

It is not possible to change PDFs published before June 2020 (Agendas and Minutes) because they are legally signed and approved documents. Going through this process would bring a disproportionate burden on the Council. Under the Transparency Code, only 12 months of minutes and agendas must be published on the website so by May 2021, all PDF Agendas and Minutes will be compliant. Going through the process to change all the Minutes and Agendas into accessible documents would be a very time-consuming exercise and disproportionate to the demand. If anyone requires minutes and agendas from an earlier period (before they have been made accessible with headings), the Clerk will help to ensure they receive a copy that is accessible to them and will edit these documents on a case by case basis.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Many of our older PDFs documents (Prior to June 2020) do not meet accessibility standards – for example, they may not be structured so they are accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (Name, Role, Value). The Annual Governance and Return published on the Finance page of the website is a scanned in document, which must be signed in ink (physically signed), scanned in and published on the council’s website. This means that this document is not accessible to a screen reader and therefore not compliant. Any PDFs of Minutes and Agendas, published prior to June 2020 have been approved by council and signed off before being converted to PDF. They cannot therefore be edited and will remain inaccessible to screen readers until they are removed from the website to be held only in hard copy format in the council archives. All minutes are retained by the council, in hard copy format, indefinitely.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix The Parish Plan review document from 2014 as this was published before September 2018. Any new PDFs we publish will meet accessibility standards. All documents, including the AGAR can be provided in an alternative format or media on request.

Preparation of this accessibility statement

This statement was prepared in Sept 2020. It was last reviewed on 23.09.2020. This website was last tested on 21.09.2020. These tests were carried out by the Parish Council clerk between May and September 2020. Future tests will be undertaken at least quarterly.

We used this approach to decide on a sample of pages on the Clive Parish Council website.

What we’re doing to improve accessibility

  • All of the issues described above will be assessed and, if possible, fixed according to the following plan.
  • The plan is being updated when each issue is assessed and any changes made.
  • The WAVE accessibility tool will be used after an issue has been fixed to demonstrate that it is no longer present.

Accessibility plan

  • All PDFs (excluding any scanned in documents) published from June 2020 will be screen reader accessible.
  • We will update all pages on the website with correct headings where this is not already in place. We aim to complete this by Jan 2021.
  • We will update all hyperlinks with descriptive text and remove redundant links where these occurs. We aim to complete this by Jan 2021.
  • We will check remaining images on the website and ensure appropriate text alternatives are included. We aim to complete this by June 2021.
  • We will liaise with our website provider and where possible they will correct issues with contrast, line height and spacing, and missing labels on buttons or forms as identified on the site.
