Shropshire Local Plan Review

This page is where you will find up to date information on the Local Plan Review as it progresses and how it impacts Clive Parish, as well as links to Shropshire Council consultation information, and PDFs that you can view and download for various background documents. This includes the Parish Council's official responses to consultations and proposals regarding potential sites for development in the parish. Local Plan Review Inspector Hearings - Stage 1

Update 15.06.2022

The first stage of the Planning Inspector Hearings for the draft Shropshire Local Plan Review Examination will commence on 5th July 2022. The Parish Council has been allocated a seat and will send a representative to attend sessions for Matter 3, which are scheduled to take place on the morning and afternoon of 7th July 2022. The Parish Council's Hearing Statement can be viewed in the Examination Library on the Shropshire Council website, alongside other Hearing Statements for Matter 3. All Hearing Statements and representations submitted during the Regulation-19 consultation have been shared with the Inspectors and we have been assured that they will have read everything before the Inspector Hearing sessions commence.

Please note, this is only Stage 1 of the Inspector Hearings and Stage 2 is expected to take place later in the year. Stage 1 hearings deal predominantly with the planning policies in the Plan, and Stage 2 hearings will deal more with specific settlements and site allocations, but it was felt it was better to be cautious and submit a statement for Stage 1 to make sure the community doesn't miss its chance to be heard. 

Local Plan Review - Pre-submission regulation-19 draft

Update 26.07.2021

At it's meeting on 15th July 2021, Shropshire Council agreed to submit the draft Local Plan to the Planning Inspectorate for examination. No changes have been made re. Clive's settlement status, so Clive is still currently proposed to be a Community Hub. The Parish Council is seeking advice from SALC and has convened an Extra Ordinary meeting on Thurs 29th July at Clive Village Hall to discuss possible actions moving forward.

IMPORTANT: COVID-19 MEETING MEASURES

Although legal covid-19 restrictions have now been lifted, national guidance is continue to be cautious and to return to normal ways of working gradually. With the agreement of the Village Hall Committee, we will continue with the following measures:

  • sanitising the room before and after the meeting
  • hand sanitiser on entry and exit
  • masks required on entry and whilst standing
  • open windows and doors to ventilate the room
  • social distanced seating - max 10 members of the public

How you can be involved:

  • share your comments and suggestions for solutions with the clerk before the meeting
  • book a seat through the clerk to attend the meeting. You MUST NOT ATTEND the meeting if you or anyone else in your household has symptoms of Covid-19 in the 48hrs before the meeting.

We understand that this isn't ideal, but the PC still has a legal obligation to ensure the safety of its staff and others, so we feel that this is an appropriate intermediary step to take to ensure the ongoing safety of the community.

Update 19.02.2021

Under this latest version of the Local Plan, Clive parish is still designated as a Community Hub. The Parish Council submitted a question for the Shropshire Council cabinet meeting on 7th Dec 2020, which raised concerns about inaccurate and out of date information regarding the Village Shop and Bowling Green, which are being used by Shropshire Council to justify a points score of 54 for Clive. View the Parish Council's question and Shropshire Council's formal response (Q5. pages 3 - 5). The Parish Council has now submitted its objections to the draft Local Plan on the grounds that the plan is not sound. 

Last chance for the public to share their views - DEADLINE EXTENDED UNTIL 26.02.2021

The final public consultation stage for the Local Plan went live in December and the Parish Council is urging all residents to respond to the consultation as individuals. Comments must be received by Shropshire Council by 5pm on 26th Feb 2021 though the scope of comments are limited to the "soundness" of the plan. More information is available on the Shropshire Local Plan Regulation-19 consultation page. You will need to complete two forms (Part A and Part B) and submit these to Planningpolicy@Shropshire.gov.uk before 5pm on 26th Feb 2021. The Parish Council cannot tell residents what to include in their comments for the Part B representation form, but in response to several queries, here are some explanations to help with completing the forms, as well as an example of how we have completed the part B form.

Q1. To which document does this representation relate:

The Parish Council will be selecting Regulation-19: Pre-Submission Draft of the Local Plan

Q2: To which part of the document does this representation relate:

This section of the form will help SC officers understand which part of the document your comments specifically relate to. The Parish Council will be submitting three separate part B representation forms relating to different policies within the Local Plan. Policy S17 is the Settlement Policy that details specific housing allocation figures and SC's preferred development sites for Clive, so if residents also wish to comment on this section then they should put the policy number "S17" in the policy box in Q2. The Parish Council will leave the other boxes blank, but if residents wish to comment on a specific paragraph within a specific policy, then they should put that paragraph number in the relevant box, and similarly with sites, e.g. CLVxxx, or maps.

The Parish Council will be selecting the NO option for Sound, and leaving the other options blank. 

Q4 and Q5 - This will be up to the individual to complete with their own comments. 

Q6 and Q7: As elected representatives of the Clive community, the Parish Council will be asking to take part in the hearing sessions, and these will be open to the public to listen to.

What is the Parish Council doing?

The Parish Council has agreed and submitted our responses to the consultation (19.02.2021). These responses object to Clive's inclusion as a Community Hub in the Local Plan and request "major modifications" to the Local Plan. Our modification requests are on the grounds of the inaccurate point score for Clive, based on out of date information. The correct score for Clive's amenities and services is 47 points (after shop and bowling green are removed) and this puts Clive below the threshold for Community Hub designation. We have also asked to be invited to discussions with the Planning Inspector once we move into the Examination stage of the process.

NB. Discussions on the various pros and cons of different settlement types (Community Hubs, Community Clusters, and Open Countryside), and what is right for the parish, will only take place after Clive's point score has been corrected. 

How the current Local Plan affects Clive parish.

Under the latest Regulation-19 version of the pre-submission Local Plan:

Local Plan Review timeframe update 13.01.2021

We are currently awaiting an official update re. the timeframe for the Local Plan, but we expect it to be along the lines of the following.

  • Consultation on Regulation 19 version of Local Plan (soundness and legal compliance) ends on 26th Feb 2021.
  • Full Council decision to submit the Plan to Government for Examination: expected March/April 2021.
  • Submission to and examination by Planning Inspectorate: March/April 2021 - February 2022*.
  • Adoption: April 2022.

*Estimated timeframe, subject to the Planning Inspectorate.

Community engagement (Aug-Sept 2020)

The Parish Council delivered a flier to local electors to inform them of the situation with the regulation-18 draft Local Plan, and share information on various landowner proposals linked to potential development on their sites. The flier also included an anonymous survey where the Parish Council asked for electors to indicate their preference in terms of potential development sites in the parish. The Parish Council analysed the results and considered them at the meeting on 17th Sept 2020. These results, as well as information subsequently revealed regarding parish amenities and services, were factored into the Parish Council's formal response to the Local Plan Review consultation (see village shop update below).
