MINUTES OF   MEETING  HELD

TUESDAY  9TH  JANUARY   2018

TO RECEIVE QUESTIONS FROM MEMBERS OF THE PUBLIC

Question from D. Stephenson re : contracts to employees? Procedures? copy circulated

No formal rule or procedure,  not to allow existing employees to tender albeit for contracts sealed tenders are invited, and should a tender be submitted by an employee them they are excluded from the meeting, and will not to be a member of the awarding tender panel.

 

Registration of Declarations of Interest not on Durham C.C. website, clerk to clarify.

Standing Orders to be reviewed in February.

  1. DECLARATIONS OF INTEREST:  None
  2. POLICE REPORT: PCSO Gilks gave the report covering the Christmas and New Year period, consisting in the most part of low level crime and anti social behaviour, one incident of a car skidding on ice and demolishing a wall, a report of a firearm being discharged , but not substantiated.
  3. MINUTES OF  MEETING HELD 12TH December  2017 agreed as a true record and signed as such.
  4. MATTERS ARISING : Our priorities , a special meeting to be arranged Tuesday 16th January 7.00 pm to discuss further.

 

  1. CORRESPONDENCE: Durham County Council re Review of Educational Provision , Weardale yes there will be changes but no school closures are anticipated.

 

Proposal to Amend Agenda & Meeting Format: copy attached, agreed to adopt the solution provided and change format for February meeting.

H. Pants: Mink in Waskerley Beck to advise , Wear  Rivers Trust, Environment Agency  and Wildlife Trust.

 

  1. RECREATION GROUND: Skate Park , agreed to hold a site meeting Saturday 20th January 10.30 am. To engage a consultant , landscape architect to assist in drawings/ landscape aspects, planning

To engage with the schools to ascertain level of support for the facility, Weardale AAP , would assist in this and also run a “survey monkey” online.

A member had attended the Crook skate park over the holiday period and reported that it had not been well used, maybe the weather and dark nights??

For the public presentation/consultation various plans to be made available as options.

The application deadline for the Leader programme of the 13th March was thought to be unachievable, clerk to advise and ask for a more realistic submission date.

A timeline to be prepared as to significant phases of the proposed development, and should be as  long as is necessary , as this is a significant investment, the Parish Council needs to be sure that the correct decision is arrived at.

DCC toilet in recreation ground needs significant attention, no baby changing bench , leaves and rubbish and generally needs a good clean.

  3. TOWN HALL:    The decision by Barclays to close the Wolsingham branch, was discussed and enquiries are to be made to attempt to save the ATM, and if need be ,explore the possibility of housing a unit in the Town Hall.
