The Parish Council follows the Planning Response Guidance for Councillors when considering applications. This ensures that Councillors have a clear, consistent, legal framework which will be applied to each planning application and enables the council to fairly and accurately assess applications. The planning guide can be seen here
Telford and Wrekin planning department allows for the following options to Parish Councils when responding to applications:
a)Support
b)Support subject to conditions
If the council support an application but have reservations over a particular aspect of the development the appropriate response would be ‘support subject to conditions’. If the planning authority deems appropriate the stated condition can be included in the decision notice.
c)Object
d)Object subject to conditions
If the council objects to an application but only due to a particular aspect of the development, the appropriate response would be ‘object subject to conditions’. If the planning authority deems appropriate the stated condition can be included in the decision notice.
e) No Comment
This is usually used by other consultees such as Highways, if a scheme has no impact on the consultees area of interest. No Comment should be reserved for instances when Council does not wish to comment on a proposal. The alternative is to not submit anything at all but that may appear that Councillor has not assessed the application.
f) Comment
g) No objection
This should be used if Councillors have assessed the scheme and either have no objection to it as submitted or if Cllrs had no objection subject to the attachment of a condition.

Alleged unauthorised material change of use of the land to a residential use including the siting of a caravan for residential purposes
The Council has received an appeal on the 20/05/2026, which has been made to the Secretary of State, against its decision to serve an Enforcement Notice for breach of planning control.
The Parish Council supports the local authority's enforcement for the following reasons:
1.No planning permission was sought or granted for this development.
The planning policy statement issued with PPTS 2015 and confirmed by Ministerial Statement makes clear that if a site is intentionally occupied without planning permission this would be a material consideration in any retrospective planning application for that site. Whilst this does not mean that retrospective applications will be automatically refused, it does mean that failure to seek permission in advance of occupation will count against the application.
2. The individuals concerned have identified themselves as travellers, however this is not a designated site for travellers in the Telford and Wrekin Local plan.
3. The Parish Council considers this to be an overdevelopment of a field site, and raises the risk of setting a precedent in this location.
4. The development has resulted in a loss of privacy, and an overbearing impact on neighbours, as indicated by neighbours of the site.
5. The development is out of character with the location, introduces unsympathetic features, with impact on the local character and street scene.
6. The creation of a septic tank is not permitted development on the site, due to the lack of planning approval on the site.
7. The development is not only inconsistent with the local plan, but runs counter to Rodington Parish Plan, due to the lack of infrastructure.
8. There are already issues with access and parking due to the unauthorised development and use of this site.
For all of the reasons above, the Parish Council continues to strenuously object to this development

Concerns likely to be expressed might be around the environmental impact such a development would make. TWC need to ensure there is sufficient mitigation in the plans advanced, particularly around the potential impact on water courses and drainage systems, and reduction of smells from these units in addition to the impact on biodiversity. Some measures to mitigate the latter are included in the plans. There are also concerns regarding traffic and infrastructure. The application for a farm track may help to mitigate these issues. The Parish Council shares concerns of residents regarding possible impacts of smells, river pollution and increased traffic from the chicken sheds.
It was RESOLVED to SUPPORT the application subject to the following conditions:
No agricultural vehicles to use Tern Lane
As per the submitted environmental statement, measures should be put in place to mitigate the possible environmental impact the application in terms of an awareness of proximity to the river and subsequent mitigation to avoid pollution, the possible impact on residents in terms of noise, ammonia and dust.
