Community Infrastructure Levy (CIL)
CIL is a charge that is levied on all new housing developments, based on the size of those developments. 80% of the CIL receipts go to Mid Suffolk District Council, and the Parish Council get 15% to spend on local projects. If Stonham Aspal had a Neighbourhood Plan, then we would receive 25%, with 70% going to the District Council.
What we can and cannot spend CIL money on is closely defined, and a key criterion is that it must have a clear benefit to a majority of the parish (residents and/or environment). The legal test is simple. CIL must be spent on “the provision, improvement, replacement, operation or maintenance of infrastructure, or anything else that addresses the demands development places on the area.” (Community Infrastructure Levy Regulations 2010 (as amended), Regulation 59C)

In 2025/2026 we have approved expenditure for:
- Equipment in the new Football Club Pavilion
- Village Hall Broadband costs
- New floor in the village hall
- Parish Noticeboards for Mill Green (refurbished), and Homestead Park (new)
- Flashing 20mph sign
- Village Sign
- SID posts, battery & padlocks
In 2024/2025 the Parish Council approved CIL money to support the following local projects:
- White lining in The Street
- Two Speed Indicator Devices (SID's)
- Refurbishment of the village sign
- Installation of a defibrillator
- A contribution to Jubilee events
- Broadband to the village hall
