PROJECT OUTLINE 

Reviewing and updating the 2021 Upper Clatford Neighbourhood Development Plan

The Upper Clatford Neighbourhood Development Plan (NDP), covering Anna Valley, Red Rice and Upper Clatford, was approved by local residents in May 2020 and has since played an important role in shaping planning decisions across the Parish. As required, the Plan is now due for its five-year review.

In October 2025, the Parish Council agreed to begin this review and set up an NDP Steering Group (made up of Councillors and volunteers) to lead the process. With support from Test Valley Borough Council (TVBC) and specialist planning advice, the aim is to submit an updated Plan to TVBC by November 2026.

Why your involvement matters

This is your village plan, and community involvement is essential. We must show that residents have been informed and given opportunities to contribute — and we genuinely want to hear your views. We are keen to hear from people of all ages and backgrounds, whether you are a long-standing resident or new to the Parish.

PHASE 1 - ENGAGEMENT PROCESS

Kick Off Meetings

Two meetings were held on 6th March and 7th March, at which the following aspects of the 2021 NDP were reviewed and changes proposed: 

  1. New housing: A proposed site for 20 homes off Red Rice Road
  2. Size and types of new homes: A general question about any new homes in the Parish
  3. Local Green Spaces:  A proposed extension of protected green space along the Pillhill Brook and nearby water meadows
  4. The Chalk Pit:  Opportunity for feedback on options for redevelopment of the Chalk Pit
  5. Play and recreation:  Exploring improvements to playgrounds and recreational facilities across the Parish
  6. General matters: The final section asks a few general questions

This is your village development plan and community involvement is essential. We must show that residents, whether owners or tenants, have been informed and given opportunities to contribute — and we genuinely want to hear your views.  Your input is requested through two questionnaires, the Parish Council NDP survey covering policy changes to the current NDP and a separate Housing Needs Survey, being run on the Parish Council’s behalf by TVBC.

PHASE 2 - CONSULTATION PHASE

The process has now entered the consultation phase when we look for input by parishioners to two surveys.  The of residents of Anna Valley, Red Rice and Upper Clatford are invited to complete the following two questionnaires:

Housing Needs Survey 

Test Valley Borough Council has been commissioned to undertake an independent survey to assess the current and future need for different types of housing in the Parish. This survey is being completed as a partnership arrangement between Upper Clatford Parish Council and Test Valley Borough Council.

We are keen to hear from all households and want to obtain your views on housing in the Parish and understand what type of housing may be required both now and in the future by you, or other members of your family/household.

THE 2026 NDP SURVEY 

This is designed to update and build on the 2021 Neighbourhood Development Plan, both updating existing policies. extending the scope of others.  We are also addressing a new policy area, gathering parishioners views and wishes with respect to the proposed housing development on Red Rice Road.  In summary, 

  • New housing: A proposed site for around 20 homes on Red Rice Road, alongside a Housing Needs Survey to understand local demand.
  • Local Green Space: A proposed extension of protected green space along the Pillhill Brook and nearby water meadows.
  • The Chalk Pit: The latest information on options of redevelopment
  • Play and recreation: Options to improving playgrounds and recreational facilities across the Parish.
  • General feedback on a range of issues which parishioners might wish to provide the Parish Council with comments and requests (eg highways safety, maintenance and public transport, walking and cycling, recycling and waste and community information.
