2026 NDP REVIEW
Review of the Upper Clatford Neighbourhood Development Plan
The Upper Clatford Neighbourhood Development Plan (NDP), covering Anna Valley, Red Rice and Upper Clatford, was approved by local residents in May 2020 and has since played an important role in shaping planning decisions across the Parish. As required, the Plan is now due for its five-year review.
In October 2025, Our Village Parish Council agreed to begin this review and set up an NDP Steering Group (made up of Councillors and volunteers) to lead the process. With support from Test Valley Borough Council (TVBC) and specialist planning advice, the aim is to submit an updated Plan to TVBC by November 2026.
Why your involvement matters
This is your village plan, and community involvement is essential. We must show that residents have been informed and given opportunities to contribute — and we genuinely want to hear your views.
You will be invited to:
- Attend public meetings at key stages of the review including:
- Public Meeting: Friday, 6th March, 7pm
- Walk in session: Saturday, 7th March, 2-3pm
- Share your views during consultations on proposed changes
- Vote on the Draft Revised NDP in a local referendum
We are keen to hear from people of all ages and backgrounds, whether you are a long-standing resident or new to the Parish.
Key topics in the review
The review will focus on several important areas, including:
- New housing: A proposed site for around 20 homes on Red Rice Road, alongside a Housing Needs Survey to understand local demand.
- Local Green Space: A proposed extension of protected green space along the Pillhill Brook and nearby water meadows.
- The Chalk Pit: Presentation of redevelopment proposals and opportunity for feedback.
- Play and recreation: Exploring improvements to playgrounds and recreational facilities across the Parish.
