NDP - TVBC issue the Decision Statement

The Neighbourhood Plan is accepted by TVBC
The Examiner has completed his review of the Draft Neighbourhood Plan and issued his report. He recommended that the Plan, once modified to reflect the changes he identified, should proceed to Referendum on the basis that it has met all the relevant legal requirements.
The examiner stated "Overall, I am satisfied that all the relevant requirements in the 2012 Regulations have been met. I also consider that, in all respects, the preparation of the UCNP and the involvement of interested parties in consultation, has been conducted through a transparent, fair and inclusive process. Regard has been had to the advice in the PPG on plan preparation and community engagement and the relevant legal requirements have been met."
A key element of our NDP was the identification of several Local Green Spaces (effectively Green Belt) to increase the level of protection of the low lying land surrounding the Pillhill Brook and water meadows between Balksbury Hill Playing Field and the Anton River. The proposed designation of these four Local Green Spaces (LGS1 to LGS4) as shown in the map were all accepted by the examiner.
In addition to this, the proposed Site of Importance for Nature Conservation (SINC) down the Pillhill Brook from Balksbury Bridge Playing Field to the Anton River has also been designated, which is another important step in protecting our natural resources. With this SINC in place, it links with other SINCs on the Pillhill Brook, so more or less the whole of this river is a designated SINC, maximising the level of nature protection.
The Government have indicated that no referenda can take place during the current COVID pandemic. However, once a Decision Statement has been published, the Neighbourhood Plan is given significant weight in decision making, so far as the Plan is material to a planning application. This is now the case of our Neighbourhood Plan.
Next Steps
Once it is possible to hold the Referendum, TVBC will organise this. It is likely to take place in May 2021.
