Halterworth Lane - temporary closure

    Good morning,

    I am writing to inform you that Hampshire County Council has appointed M Group Highway to carry out improvement works to the footpaths on the south side of A3090 Winchester Road. The footway between Winchester Road and Silverwood Rise will be widened for pedestrians and cyclists and the crossing over Halterworth Lane will be adjusted to provide better visibility and safety for all road users.

    Improvement works will take place on Halterworth Lane, which will be closed for two weeks during the construction period due to the narrowness of the lane and the working area. This closure is necessary to ensure the safety of both the operatives and the public. Upon completion of the Halterworth Lane works, temporary three-way traffic lights will be in place.

    Works start on Monday 9 June and expected completion is early Autumn 2025. Monday to Friday, the permitted working hours are 8am to 5pm.

    The construction works will include the following:

    • Widening of the pedestrian and cycle access between Silverwood Rise and Winchester Road;
    • Footway widening to 3 metres between St Swithun's Cottage and The Mandarin Chef restaurant;
    • Realignment and narrowing of the Halterworth Lane junction with Winchester Road;
    • Improving the uncontrolled crossing at Halterworth Lane junction, including the installation of tactile paving for improved pedestrian safety and visibility for road users;
    • Resurfacing of Halterworth Lane for approximately 50 metres from the junction with Winchester Road;
    • Relocation of road/traffic signs to fit the new layout;
    • Installation of bollards to prevent vehicle access to footways.

    During the construction works, Silverwood Rise footpath access onto the A3090 Winchester Road will be closed for a short duration for the widening of the footpath. Pedestrians will need to walk along Hunters Crescent, Short Hill, and School Road to access the A3090 Winchester Road. Advance warning signs will be in place to notify local residents with diversion route signage.

    Access for emergency vehicles, pedestrians, and residents will be maintained at all times. Access to the local garage and restaurant will also remain open throughout the works.

    The nature of the work may bring some disruption or inconvenience however, every effort will be made to keep this to a minimum. Please note that the works are weather dependent and may need to be re-arranged at short notice in the event of adverse weather.
