Have Your Say about The Proposed Budget Cuts To Parks and Open Spaces Birmingham’s Budget 2017/18

 

You may have seen in the local media that in 2017/18, Birmingham City Council is looking to make huge cuts and as a consequence, there is a proposal to cut the budget of the Parks Dept. by 20%. At the moment these are only proposals - it's not too late to change them. The survey closes on 18th January 2017. It is too early to say how the proposed cuts will affect the Lickey Hills Country Park and city parks in general but we do know that the following are likely:

All 30 Parks Keepers will be cut. Rangers to go from six hubs down to two - one hub in the north of the city & one hub in the south. Remaining staff to focus on Risk Assessments, land management and

repairs. In reality what might this mean? No working with groups (schools, volunteers, etc.), presumably including support for Active Parks events like our Thursday morning walks. The loss of Ranger support is likely to mean that the

Wassail, Bilberry Wake, WW1 Project, Fairy Doors Quest, Play Days, Tree dressing, Search for Santa and so on could all disappear. Is anything safe? Without Rangers can we manage the Phytophthora ramorum disease without closing or aiming the country park? Stop cutting 20% of all grass in parks and public spaces Reduction in the number of shrubs andflower beds in parks and on the highway by 50% Stop all planters and baskets in centres and on the highway Your help is needed to mobilise everyone to have their say on how important our parks and open spaces are, how they affect all our lives and how essential it is that we keep our Park Staff. With over a half million visitors per year, the Lickey Hills Country Park is clearly important in the lives of many people. As part of its consultation process, Birmingham City Council has asked or your thoughts on the proposed budget cuts and there are 2 ways to have your say:

Birmingham City Council has recently announced a cut of 20% in the Parks Dept budget for 2017/18 and a 

short period of consultation is currently taking place.  The Society would be very grateful if you could take the time to complete the online survey – commenting on the Lickey Hills Country Park or any other park or open space in the city.

You might mention all the volunteer groups, school parties, educational activities etc that will be lost if there is no-one to co-ordinate it all.  This is possible if the Rangers were to be withdrawn from the Park. Also the costs incurred by the loss of volunteer activities, which city wide would be colossal and would have a detrimental impact on parks and open spaces.   Extra costs will be created by people using the parks less; obesity, mental health, vandalism, crime etc.

Some Guidance to help with the Survey compiled from a variety of sources:

Question 1 asks who you represent – you can tick more than one box.

Question 2 asks for your 5 most important services – please put Parks somewhere in the top 5. 

The pages/questions after this are about the proposed cuts. They start with the confusing one – “To what extent do you agree or disagree with the proposals in the Cross-Cutting theme”.  You can answer “don’t know” but if you want to know what they are talking about it is pages 19-22 in the budget document. Next is Jobs and Skills – see pages 23 – 26 in the budget document Then we get to Parks which is in “Homes and Neighbourhoods”  - see pages 27 – 31 in the budget document.The proposed cuts to Parks are on page 27 of the budget document.  The most damaging proposal is the cut to Park Keepers and Rangers “To reduce the Parks and Nature Conservation budget by 20% from 2017/18 through the following key measures:

1. Reduction in the amount of highway maintenance

2. ALL the 30 Park Keepers to go!

3. Rangers to go from six hubs down to two - one hub in the north & one hub in the south Remaining staff to focus on Risk ssessments, land management, and repairs, so they will not be available to work with groups anymore!

4. Stop cutting 20% of all grass in parks and public spaces

5. Reduction in the number of shrubs and flower beds in parks and on the highway by 50%

6. Stop all planters and baskets in centres and on the highway. 

Tick the box that says “strongly disagree”.  You will then be given a box for you to say why.  They are keen on knowing the impact on you and your family. Here are some suggestions:

Parks need Keepers and Rangers so that volunteers can do more work. Parks keep us healthy and happy – exercise, safe walking and cycling for everyone

Then there are 2 more sections on Health & Wellbeing and Children

There is one more question we want to draw your attention to – Question 13 “In the future, there may be further opportunities for communities to be more involved in delivering some of our services. This may include social enterprises, partnership arrangements, and the contribution of volunteers and community groups.” Please say something in this box about: If community groups  are to take on more work, support will be needed – eg Park Keepers and Rangers - volunteers can’t do it all unaided You have to give your post code at the end of the survey (names, addresses not required) and it may be necessary to use a Birmingham post code. However, one member used their  own post code (outside Birmingham) on the survey but identified herself as ‘Other’ rather than resident and told them she was a volunteer within the parks.  This is clearly an option which you may wish to consider. Please pass this onto as many people as possible, especially Birmingham council tax payers. Over half a million people use the Park each year to enjoy everything that it has to offer.  We as a Society oppose any cuts that might adversely affect the Park.

This year the 2015 Poppy appeal, at Tesco Express Marlbrook, raised an amazing £1,661.96p many thanks to the very generous customers from Marlbrook and Lickey and the efforts of the staff. The appeal this year comfortably beat the 2013 figure of £866 and 2014 figure of £1011.

We are proud to announce that our Chairman Keith Woolford, has been given Life Membership of the Lickey Hills Society, for his work, support and assistance to them over numerous years. He has helped them with many projects, including designing and creating the Great Walks booklet. The text was written by members and Keith (assisted by his son Simon) drew everything together to produce this excellent booklet. He also created the information board which can be seen in the Community Orchard.

A Public Meeting was held at Lickey Parish Hall, It was hosted by Bromsgrove District Council and the Environment Agency to inform residents "Actions For Former Tip Site Emerge"

Wednesday 5th February 2014

Bromsgrove Railway Station Approval has now been given for work to start on construction of the new station. Initial preparatory work by the contractors, Murphys, will begin on 9 February 2014 with the temporary closure of the car park. This will allow Murphys to bring equipment on-site and construct a new brick wall. The start of the actual construction is expected on 13th March 2014 with completion due some time in 2015.  It is hoped that electrification of the line to Barnt Green will be completed shortly after that and this will allow an additional three trains per hour to Birmingham on the Cross City Line.

A Meeting was held by the Lickey Hill Country Park Joint Consultative Committee. The pools close to the Old Rose & Crown are now nearly finished. The boathouse has received a new roof and three duck houses are now on the pool. The duck houses were provided by Lickey Hills Society and constructed by Peter Harvey. The Visitors Centre car park has now been resurfaced. The Phytopthora ramorum virus has been attacking trees and plants in the Park and has resulted in several areas of the Park being cordoned off. Three hundred and twenty mature trees have been felled to try to limit the spread of the virus.


NEIGHBOURHOOD PLAN
The Neighbourhood Plan team is now up and running. The team meets monthly to look at planning, development and environmental issues in Lickey and Blackwell. The aim of the team is to produce the plan by early 2015 and If you would like to join the team and be part of this planning process, please ask for further details using the "Contact Us" link 

 FLOODING
If there is a watercourse flowing through your land you have a number of riparian rights and
responsibilities under the Land Drainage Act 1991. If a watercourse is bordering your land, you are assumed to be responsible up to the centre of the channel, unless it is known to be fully owned by someone else. Some of your rights include:

You can protect your property from flooding and your land from erosion (but in most cases the land  drainage authority will want to agree to your plans before you start work). ou usually have the right to fish from the watercourse, but you must use a legal method and have a valid Environment Agency rod license if you are over 12 years of age. You have the right to accept water flowing into your land in its natural quantity and quality.

Some of your responsibilities include:

Passing on flow without obstruction, pollution or diversion affecting the rights of others. Accepting flood flow through your land, even if these are caused by inadequate capacities downstream.  There is no duty in common law for a landowner to improve the drainage capacity of a watercourse. You must maintain the bed and banks of the watercourse, and also any trees and shrubs growing on the banks. You must also clear any debris (natural or man-made), even if it did not originate from your land.  
You must also keep the bed and banks clear of any matter that could cause an obstruction either on your land or downstream if it is washed away. You must keep any structures on your land (including culverts, grids and weirs) free of debris.
You are responsible for protecting your property from flooding, however the Council may provide a limited supply of sandbags in some cases but this service is not to  be relied upon as a method of flood defence. 
North Worcestershire Water Management is a shared service covering Bromsgrove District, Redditch Borough and Wyre Forest District Councils, and is the land drainage authority for ordinary watercourses, and where necessary can take enforcement action to ensure that riparian owners fulfil their responsibilities under the Land Drainage Act 1991.

Lickey Hills Country Park Consultative Committee

Improvements to the pools by the Rose & Crown are due soon when they will be drained and the silt etc., removed. The fish are going to be removed and sent to Packington Fisheries - not to be replaced. A new bridge will replace the existing one. The smaller, upper pools are being redesigned and the concrete edging will make way for rocks and plants, with some tree removal for a more natural appearance. The delayed works to commence January/February 2013 and take around six months to complete. 

New dropped bollards will be installed to try and stop vandalism, and new signs are being installed to remind drivers not to leave valuables in their cars. It is disappointing to learn that nearly a third of the Parks annual budget, in the region of £20,000 is spend on the collection and disposal of dog waste. The Park is clear of Plant Viral Disease, Larch trees are being monitored and surveys are conducted regularly. The Lickey Hills Society Launches Walks Booklet

The Lickey Hills Society are launching their walks booklet – Lickey Hills Country Park – Great Walks. On Monday 26th
November at their A.G.M. This forty-page booklet will enable people to enjoy great walks around the hills and also find out more about the park, its history and its wildlife - thereby enhancing their visit. The main walks: the Bluebell, Squirrel, Woodpecker, Sculpture, Geo-Champions (geology) Trails, are all described in detail and are accompanied by maps and photographs, as is a walk to Bittell Reservoir and Barnt Green. There is also information about an Easy Access Trail for people with restricted mobility as well as general information about the Country Park and its facilities. Running through the booklet is a History Timeline that identifies key dates and events that have taken place in the area, starting with the Neolithic Period and ending with the Pope’s visit to Cofton Park in 2010.

The booklet has been solely funded from a legacy left to the Society in 2011, by Mr John Murdock of Rubery who requested that it be spent on encouraging walking on the Hills. Working in collaboration, Steve Hinton, (Senior Ranger) and Adam Noon (Ranger), members of the Society, and Keith and Simon Woolford of Arch Media, took the idea of a walks map which has now developed into a fantastic new booklet promoting the Country Park. In addition, the Society has identified various other ways in which the legacy could be used. These include new trail waymarkers making the routes easier to follow and improved complementary signage at the main park entrances.  “We are proud of this booklet which promotes the Country Park and will add greatly to people’s enjoyment of the Lickey Hills. This is a great booklet describing great walks in a great location.”    Chairman, Mike Brooke The booklet, priced £3, will be on sale at the AGM and is available from the Visitor Centre in Warren Lane, or from committee members of the LHS. The Public Meeting concerning the future of the Marlbrook Tip was held at Lickey Parish Hall on Monday 24th September and was attended by over 80 residents. A lunch time meeting took place with Ruth Bamford and an evening meeting was held with members of Marlbrook Tip Focus Group. who were updated with progress, so far, on plans for the Tip.

Thursday 12th July 2012

A Committee meeting was held when various matters including the Marlbrook Tip, Lickey Post Office and post box, parking issues and road resurfacing were discussed. The Committee members were given reports on recent Parish Council and Lickey Hills Country Consultative Committee meetings.It was also mentioned that the next public meeting to be held by Bromsgrove Council concerning plans for the Marlbrook Tip is expected to be held on Monday 24th September. Further details of this will be published as soon as they are available.

A meeting took place of the Marlbrook Tip Focus Group when it was agreed to write to the Council for a further up-date on progress.

The Annual General Meeting of the Lickey Community Group was held last night at the Parish Hall. There was a good turn-out of members who re-elected the existing Committee and also elected Tony Smith & Keith Woolford to the Committee. Baden Carlson from the Lickey Hills Society, gave a very informative and interesting talk about the work they do to preserve and improve the Lickeys and the surrounding area. After the formal proceedings, members were able to get together over refreshments.

Tuesday 13th March 2012

A public meeting concerning the Marlbrook Tip was hosted by Bromsgrove Council at the Parish Hall. The meeting was well attended with many Lickey Community Group members there. A presentation was given by Ruth Bamford of the Council and details of this will also be available on the Councils website.  There was a display of replies to the action points from the last meeting and copies of letters received from local residents. A lively question and answer session was held and residents were promised a further meeting in September.
